CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Present:  Patricia Glatch, Janet Fluegel, Paul Sigler, Alderperson Tom Michalski, Marianne Dickmann, Dan Jahn & Pete Wagner
Absent: Ann Lampe

The Thursday, April 10, 2008, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:01 p.m. by Chairperson Janet Fluegel.

Marianne Dickmann made a motion to approve the minutes from the March 13, 2008, meeting with the following correction--the motion seconded in Agenda Item 8-“Relocate Ballfield Backstop at South Hills Park” was made by Pete Wagner, not Pete Weber. Seconded by Patricia Glatch.  All aye; motion carried.

The financial statements and claims for February & March 2008 were approved on a motion made by Patricia Glatch and seconded by Dan Jahn.  All aye; motion carried.

5-Year Park & Open Space Plan Update (Final) – Review

The Commission reviewed the plan one last time.  Pete Wagner informed the Commission that he is preparing a Park and Open Space Plan Summary Report.  The Summary Report will be an approximate 10 page summary of the 50 page Plan that can be referenced and distributed by Commissioners, Council, and public.  The Director informed the Commission that the Plan Update will be forwarded for review and approval to the Plan Commission at their May 13th meeting and the Common Council at their May 20th meeting.

Abendschein Community Park Plan Update - Review & Take Action

  1. Park facilities for Phase 1 Development:  The Director and Commission discussed which facilities may be included in Phase 1 Development of the park.  The Commission would like to have as many park facilities developed as soon as possible. Depending on available funds and construction bids, the Commission determined that the proposed Phase 1 Development would include various prioritized Phase1 and Phase 2 park facilities.  The prioritized facilities would be the Phase 1 parking lot, soccer fields, retention pond, skate park, playground; Phase 2 water/sewer/ electricity laterals/lines to the proposed restroom/concession building and present baseball diamond, partial stream bank stabilization, a pedestrian bridge, restroom/concession building; various phase 1&2 pathways and an open air shelter in phase 1. Patricia Glatch made a motion to recommend that the Common Council authorize the Director to proceed with partial development of Abendschein Community Park. Seconded by Dan Jahn. All aye; motion carried.
  2. Final Park Plan: The Commission reviewed the plan one last time. Tom Michalski made a motion to approve the proposed Abendschein Community Park Plan Update and recommend the plan update to the Plan Commission and Common Council recognizing that any funding decisions would be determined by the Common Council. Seconded by Patricia Glatch. All aye; motion carried.

The Director informed the Commission that the Plan Update will be forwarded for review and approval to the Plan Commission at their May 13th meeting and the Common Council at their May 20th meeting.

Park Facilities Permit/Rental Policies – Review & Take Action

This item was held.

Parks and Forestry – Update 2007/2008 CIP/CEP Projects – Informational

The Director updated the Commission on the progress of several CIP/CEP items.

Extension of park land lease agreement with Milwaukee County – Review & Approve

  1. Johnstone Park
  2. Riverton Meadows Park

The Director informed the Commission that, if desired, the 26 year park land lease agreements with Milwaukee County need to be renewed in early 2009 for Johnstone Neighborhood Park and in 2011 for Riverton Meadows Neighborhood Park. The lease agreement renewal process may take some time and the Director would like to start the process in 2008 for both parks.  Marianne Dickmann made a motion in favor of extending the land lease agreements and to instruct the Director to proceed with the lease extension approval process.  Seconded by Pete Wagner.  All aye; motion carried.

Miller Park Pond Fish Stocking – Discuss Early Rainbow Trout Stocking & Urban Fishing Program – Informational

The special fishing season for children 15 & under and disabled will be offered from March 8 – April 26.  Five hundred trout will be stocked in Henry Miller Park Pond in early April.

City’s Impact Fees being Updated – Informational

The Common Council approved the engineering firm of Ruekert-Mielke, Inc. to assist with updating the City’s impact fees.  The Commission briefly discussed the impact fee update information provided in the agenda packet.  The Director informed the Commission that the process should take approximately two months.
