OAK CREEK PLAN COMMISSION MEETING

TUESDAY, MARCH 25, 2008

Mayor Bolender called the meeting to order at 7:00 p.m.  The following Commissioners were present at roll call: Commissioner Dickmann, Commissioner St. John, Commissioner Sokol, Commissioner Siira, Commissioner Kopplin, Mayor Bolender, Commissioner Correll, and Commissioner Nowak.  Commissioner Grabowski was excused.  Also present were Jeff Fortin Planner, Peter Wagner, Zoning Administrator and Assistant Fire Chief George Krudop.

Commissioner Siira requested some additions to the minutes to include that by raising the bar on the exterior material requirements they were not trying to add cost to projects and become uncompetitive.  Commissioner Dickmann moved to approve the minutes of the February 26, 2008, regular Plan Commission meeting with changes.  Commissioner Nowak seconds.  Roll call, all voted aye with the exception of Commissioners Sokol and Correll abstaining.  The minutes were approved with changes.

Report on Significant Common Council Actions

There were no significant Common Council actions to report.

Building Plan Revisions – Joseph Campione Enterprises
2201 W. Southbranch Boulevard and 9870 S. Reinhart Drive
Tax Key No.:  903-0004-001 & 903-9035

Mr. Fortin explained to the Commission the applicant was requesting some changes to the previously approved building elevations for the above referenced project.

Mr. Tony Antonopoulos, architect, explained they have changed the materials.  The brick from one side of the building has been changed to precast and the roofing material has changed from clay to architectural shingles.  Commissioner St. John questioned if the color had been revised.  Mr. Fortin explained the colors of the samples were the actual colors that would be used.  The color renderings did not accurately depict the colors being used.

Commissioner St. John questioned the color of the joints in the precast.  Mr. Antonopoulos explained it was a recess in the precast.  Commissioner St. John questioned if the mortar would match the precast.  Mr. Antonopoulos stated they would be able to match the mortar. 

Commissioner Dickmann questioned the height of the new building.  Mr. Fortin explained it would still be under the height of the penthouse unit.

Commissioner Nowak moved that the Plan Commission approves the revised building plans for the properties at 2201 W. Southbranch Boulevard and 9870 S. Reinhart Drive, subject to all building and fire codes and that the mortar color is to match the precast panels. 

Commissioner Correll seconds.  Roll call, all voted aye.  The motion to approve carries.

PUD Amendment – Wisco Hotel Group
6440 & 6466 S. 13th Street
Tax Key No.:  717-9990-001 & 717-9988

Mr. Fortin explained to the Commission the applicant was requesting approval of an amendment to their Planned Unit Development that would allow them to display two wall signs on each of the hotels at 6440 & 6466 S. 13th Street.

Mayor Bolender stated he did not see any problems with the request.  Staff recommends it and he thinks this project is bringing some real class to the City of Oak Creek. 

Commissioner Correll moved that the Plan Commission recommend to the Common Council that the Planned Unit Development conditions and restrictions for the Wisco Hotel Group/Edgerton Contractors properties located at 6440 & 6466 S. 13th Street be amended to allow for two wall signs on each hotel building, after a public hearing.

Commissioner Kopplin seconds.  Roll call, all voted aye.  The motion to approve carries.

Temporary Use – Colonial Woods Trailer

Mr. Fortin explained to the Commission the applicant was requesting approval of an extension of the temporary use allowing a temporary sales trailer for the Colonial Woods Condominiums. 

Mr. Mike Peterson, Heartland Development, requested a minimum of eight months but would prefer a one year extension to ensure enough time to complete the model and not have to return to the Commission for another extension.  Commissioner St. John requested they be honest with the amount of time needed and commented it was in the City’s best interest to get the project to completion. 

Commissioner Dickmann moved that the Plan Commission approve the revised plans for the temporary sales trailer for the Colonial Woods Condominiums subject to the following conditions:

  1. That all building and fire codes are met.
  2. That the temporary use permit for the sales trailer expires one year from March 25, 2008.

Commissioner Nowak seconds.  Roll call, all voted aye.  The motion to approve carries.

Zoning Text Amendment – Sign Ordinance Revisions

Mr. Fortin explained to the Commission the highlights of the amended ordinance and requested any changes or comments from the Commission.

Commissioner St. John questioned if existing legal signs were going to be legal non-conforming or did they have to comply with the changes.  Mr. Fortin stated anything that didn’t meet the new code change would make it legal non-conforming.  Commissioner St. John questioned if the window signs in buildings would be allowed to stay.  Mr. Fortin stated they were not permanent signs and if they are changed out they would not be legal.

Commissioner St. John moved that the Plan Commission recommend to the Common Council that the Sign Ordinance be amended as proposed after the review for legal non-conformity of existing signs. 

Commissioner Siira seconds.  Roll call, all voted aye.  The motion to approve carries.

Commissioner Dickmann moved that the meeting adjourn.  Commissioner Siira seconds.  Roll call, all voted aye.  The meeting was adjourned at 7:21p.m.
