The Thursday, March 13, 2008, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:02 p.m. by Chairperson Janet Fluegel.
Tom Michalski made a motion to approve the minutes from the February 14, 2008, meeting. Seconded by Pete Wagner. All aye; motion carried.
The financial statements and claims for February 2008 were not available for the meeting.
5-Year Park & Open Space Plan Update (Draft) – Review & Take Action
Commissioner and City Planner Pete Wagner reviewed several changes to the draft of the 5-Year Park & Open Space Plan Update with the Commission and Director. There was additional discussion regarding the Goals and Objectives and Capital Improvements Program sections of the plan. Marianne Dickmann made a motion that a recommendation of approval of the 2008 Park and Open Space Plan including all approved changes be forwarded to the Plan Commission and Common Council recognizing that any funding decisions would be determined by the Common Council. Seconded by Patricia Glatch, All Aye; motion carried.
Abendschein Community Park Plan Update - Review & Take Action
Pete Wagner made a motion to approve the concept plan changes discussed, have the Director revise the development phases of the concept plan and bring the plan back to the Commission for their review and approval. Seconded by Tom Michalski. All Aye; motion carried.
Park Facilities Permit/Rental Policies – Review & Take Action
The Commission and Director discussed various components of the Park Facilities Permit/Rental Policies. Marianne Dickmann made the motion to have the Director summarize the recommended changes and bring the policies back to the Commission for their review and approval. Seconded by Patricia Glatch. All Aye; motion carried.
Oak Creek – Franklin School District Recreation Program Fees – Review & Take Action
The Commission discussed a request from the School District allowing City of Franklin students that attend the Oak Creek/Franklin School District to be treated as residents when registering for Oak Creek Parks, Recreation & Forestry programs that are conducted in/on Oak Creek Franklin School District facilities if the School District would not charge the City facilities rental fees when City programs are conducted in/on School District facilities. Tom Michalski made the motion to allow City of Franklin students attending the Oak Creek/Franklin School District to be treated as residents when registering for Oak Creek Parks, Recreation & Forestry programs that are conducted in/on Oak Creek/Franklin School District facilities as long as facilities rental fees for City use of School District facilities when conducting recreation programs are discontinued. This policy will be reviewed in 2009. Seconded by Pete Wagner. Vote was as follows: Com. Michalski, aye; Com. Jahn, aye; Com. Lampe, aye; Com. Dickmann, aye; Com. Wagner, aye; Com. Glatch, no. Motion carried.
Relocate ballfield backstop at South Hills Park-Review & Approve
Tom Michalski made the motion to use donation account funds to relocate the South Hills Park backstop to a dryer more accessible location in the park. Seconded by Pete Weber, All aye; motion carried.
