CITY OF OAK CREEK
AD HOC CIVIC CENTER DESIGN STEERING COMMITTEE
Tuesday, February 5, 2008
- This meeting was called to order at 5:30 p.m.
- Present were Committee members: Fred Siepert, Isabel Haase, Cal Nowak, and Sig Tomkalski.
- Staff present: City Administrator Patrick DeGrave, City Engineer Wayne St. John, Information Technology Manager Caesar Geiger, Assistant Fire Chief Thomas Rosandich, City Librarian Ross Talis, Community Development Director Douglas Seymour, Fire Chief Brian Satula, and Personnel Specialist Marie Kreif.
- Review and approve minutes from January 8 meeting
- T. Rosandich made a motion to approve the minutes of January 8. C. Nowak seconded the motion.
- Discuss information previously obtained on City Hall, Library, Fire Station
- F. Siepert indicated that City Hall and the Library are key sites in determining the project’s location. Tonight’s Council meeting agenda includes the request for a determination and clear direction on where the elected officials would like to see these facilities located.
- T. Rosandich provided a Powerpoint presentation on the Fire Department’s concerns regarding relocating Station 1. The site options map from the presentation will be distributed via paper copy to the committee for further review.
- P. DeGrave distributed an aerial map of the current civic center site.
- According to Ross, the joint Library committee has been presented with an estimate of $250-$300 per square foot for a new facility with basic finishes. Typically a library needs one square foot per resident. Economies of scale fall into place with shared tasks under the joint venture scenario, but what would happen to the city library operations if MATC later abandons the joint venture after a period of time? Moving the Library to the current MATC site would result in a loss of the idea of a “civic center” and the Library loses its identity as part of a government function. What would our true costs be to build and support the joint venture?
- Handouts on LEED (Leadership in Energy and Environmental Design) certification were distributed. Wisconsin in general is slow to implement LEED requirements. A standard commercial building with LEED certification typically has a 7-year payback.
- W. St. John was assigned the task of reviewing the space needs report previously provided.
- Establish next meeting date
The group agreed to meet again on February 18 at 5:30 at the Library.
P. DeGrave, seconded by C. Nowak, moved to adjourn this meeting at 6:40 p.m. All voted aye.
