CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Present:  Dan Jahn, Patricia Glatch, Janet Fluegel, Paul Sigler (arrived at 6:37pm), Alderman Tom Michalski & Marianne Dickmann

Absent: Ann Lampe & Pete Wagner

The Thursday, September 13, 2007, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:02 p.m. by Chairperson Janet Fluegel.

Patricia Glatch made a motion to approve the minutes from the August 9, 2007 meeting.  Seconded by Dan Jahn.  All aye; motion carried.

Marianne Dickmann made a motion to approve the financial statements and claims for May, June, July and August 2007. Seconded by Patricia Glatch. All aye; motion carried.

East Middle School Park Facilities - Informational

  1. Update: A rezoning request from the School District (residential to institutional) is being forwarded to the Common Council for approval which would allow soccer fields to be constructed on the newly acquired lands northeast of the existing school. No information is available as to what, if any, park facilities will be relocated on the site.
  2. Discuss relocating play structure: The Commission has yet to determine where to relocate the play structure if it is not going to stay at the East Middle School site.  Depending on what park facilities are developed at Abendschein Community Park in 2008, the park site may be an option for the play structure.

Abendschein Community Park Plan Update - Review

  1. Park Plan Concepts: The Commission reviewed the revised Park Plan Concept and added a concession stand and restroom building to be located in the same area that the shelter and picnic area is located (northeast of the ball field). The Director will be contacting Vandewalle & Associates with questions and comments regarding the revised concept plan.
  2. Park facilities for Phase 1 Development: Preliminary park facilities development budget figures and development phases were reviewed.  The Commission will prioritize which park facilities will be developed for the proposed 2008 Phase 1 Development at their next meeting.
  3. Clement Avenue Extension: The Director informed the Commission that at their August 14th meeting, the Plan Commission approved a recommendation to the Common Council that the official map for the Northeast ¼ of Section 16 be amended to relocate the road to the western edge of the park where the existing entrance road is after a public hearing. The Public Hearing and Plan Commission recommendation will be on the October 2nd Common Council meeting agenda.

Five Year Park & Open Space Plan Draft - Update

The Director informed the Commission that staff continues to work on the plan draft and it will be brought to the Commission as soon as possible.

2007 Objectives Report - Review

The 2007 Goals and Objectives Status Report – 7/31/07 was reviewed with the Commission.

2008 Proposed CIP/CEP and General Fund Budget – Review

The Director reviewed the proposed 2008 budget with the Commission.  Budget review sessions with the Common Council will be held October 15th and 16th.

Various Community Facilities Use/Rental Policies - Review

This item was held until the Director can do some additional research.

Communications

  1. Fall Acorn & Recreation Guide.

The guide was available for those who did not receive them in the mail.
