Personnel Committee Meeting

July 26, 2007 4:00 p.m.

Committee members present:  Mike Toman, Tom Michalski, Al Foeckler.

Also Present:  Administrator Patrick DeGrave, Finance Manager RoseAnn Underberg, Police Chief Tom Bauer, Labor Attorney Robert Buikema, Local 133 President Barbara Congdon.

The meeting was called to order at 4:03 p.m.

Item No. 2 – Minutes from the Personnel Committee meeting of July 6, 2007.

Motion to approve the minutes of July 6, 2007 as submitted – Toman
Second – Michalski
Motion carried 2-0-1 A. Foeckler abstained.

Item No. 3 – Consider tuition reimbursement request for experiential learning

The issue was placed on the agenda by Fire Chief Satula on behalf of Lt. Tom Jonson.  Lt. Jonson is requesting consideration for reimbursement for a college course, Fire 100 – Introduction to Fire Science, in which he would be able to secure three credits through advanced standing. 

The Committee reviewed Chief Satula’s July 2, 2007 e-mail regarding this matter and concluded that they were not willing to create a new class of tuition reimbursement payment.

Item No. 4 – Consider tuition reimbursement requests – Ekes & Jonson

Motion to hold the Ekes request until the next meeting - Foeckler

Motion to approve tuition reimbursement for Lt. Jonson for Communication Skills II and Psychology of Human Relations – up to the annual reimbursement limits as detailed in the July 24, 2007 memo from Chief Satula - Toman

Item No. 5 – Revisit the CDL policy issue

The Committee was asked to revisit the Local 133 contract issue relating to CDL drivers and the recent WisDOT regulation.  The Personnel Committee met with the union’s CDL Committee approximately one year ago to discuss the possibility of adopting a policy that would allow light duty for an employee who has their CDL suspended or revoked.  The Personnel Committee instructed the CDL Committee to compile sample policies from other Wisconsin communities that show what the union is seeking.

The Personnel Committee had not received any supporting information from the union to date, and Ms. Congdon indicates that the ball was dropped on the union’s side. 

The Committee considered opening the contract but determined that the issue would be best served through negotiations for a successor agreement.  The Administrator will notify the union of the decision. 

Item No. 6 – To convene to closed session

The Committee may consider a motion to go into Executive Session pursuant to Wisconsin State Statutes Section 19.85(1)(c) to:

  1. Discuss impact of tunnel rescue with Local 1848
  2. Consider end of probationary period for Dispatch Manager

No discussion took place with the Firefighters union Local 1848.

Item 6 b…

Motion to recommend that the Common Council approve the end of probation for Ms. Becky Leigh, Dispatch Supervisor, effective August 7, 2007 and to recommend that Council also approve a wage ordinance modification to reflect the end of probation.  This action acknowledges the time spent as Acting Administrative Support Bureau Manager. - Toman
