TRAFFIC AND SAFETY COMMISSION 

July 11, 2007

  1. Members in Attendance
  2. Lt. Steve Anderson, George Krudop (Fire), Cliff Nelson, David Schneider, Michael Helegeson, Alderman Mark Verhalen, Roy Bulger (Streets) and Matthew Sullivan were present.   

  3. Review of Minutes
  4. Motion by Mark Verhalen and seconded by George Krudop to approve the minutes of June 13, 2007.  Motion passed.

  5. Old Business
    1. Request for a 3-way stop sign at S. 3rd Avenue and S. Donald Drive
    2. There were six citizens present at the meeting.  The Engineering Department discussed the traffic study and felt that the volumes and speeds still didn’t meet the MUTCD warrants for stop signs.  They also mentioned that there was approximately 21% - 25% of the vehicular traffic traveling through the stop sign at speeds greater than 8 mph.  The citizens felt that was an acceptable percentage and they felt that their neighborhood was safer.  They also felt that the stop sign allowed them to “self police” their neighborhood better since the cars were slowing or stopping at the stop sign.

      Motion by Alderman Verhalen and seconded by Cliff Nelson to recommend that the 3-way stop sign at S. 3rd Avenue and S. Donald Drive become permanent.  Motion passed with 5 in favor and 3 against (Engineering, Street & Fire).

    3. Request for stop signs in Carrollville Crossing Subdivision.
    4. There were two citizens present at the meeting.  The Commission discussed the traffic study and felt that the volumes and speeds didn’t warrant the need for stop signs.  The Commission then discussed the possibility of additional signage which included reverse curve signs with advisory speeds and the speed limits signs at the entrances to the subdivision.  The Commission and citizens agreed to try this approach and see if the problem gets better.

      Motion by Alderman Verhalen and seconded by Steve Anderson to install speed limit signs and two reverse curve signs with advisory speed determined by the Engineering Department in lieu of stops signs.  Motion passed.

    5. Request for park signs at E. Honeysuckle Drive and S. Orchard View Lane.
    6. There were three citizens present at the meeting.  The Commission discussed the traffic study and felt that the volumes and speeds didn’t warrant the need for stop signs.  The Commission and the citizens then discussed the possibility of additional signage along the park.  The Commission and citizens agreed that the existing parking signs should be replaced with a permanent “no parking” sign, and the addition of pavement markings at the corner to signify where the public can park.

      Motion by Alderman Verhalen and seconded by Dave Schneider to replace existing “no parking” signs with “No Parking from Here to Corner” signs, and add additional pavement markings at the intersection to signify parking restrictions in lieu of placing stop signs.  Motion passed.

  6. New Business
    1. Request to install an additional speed limit sign on S. Emerald Meadows Drive.
    2. There were no citizens present at the meeting.  The Commission felt that this was a reasonable request.

      Motion by Alderman Verhalen and seconded by George Krudop to install an additional speed limit sign on S. Emerald Meadows Drive south of E. Green Meadow Drive.  Motion passed.

    3. Elect a new Chairperson for the Traffic and Safety Commission
    4. The Engineering Department stated that they can no longer be the Chairperson due to conflict of interests based upon the different opinions and beliefs between the Commission and Engineering Department.  The Commission agreed and held a further discussion on who should represent the Commission at meetings when necessary.  It was decided that the Chairperson will be David Schneider with Vice Chairperson being Alderman Verhalen.  Alderman Verhalen will represent the Commission at Common Council meetings unless there is a conflict with District 3, in which David Schneider will represent the Commission.

  8. Motion by George Krudop and seconded by Mark Verhalen to adjourn.  Motion passed.
