TRAFFIC AND SAFETY COMMISSION

  2. Review of Minutes - Motion by Mark Verhalen and seconded by Tom Rosandich to approve the minutes of May 9, 2007.  Motion passed.

    1. Request to install a stop sign at the intersection of E. Honeysuckle Drive and S. Orchard View Lane
    2. There were no citizens present at the meeting.  The Commission discussed the traffic study and felt that the volumes and speeds didn’t warrant the need for stop signs.  The Commission then discussed the possibility of additional signage for the park side.  The engineering representative stated that the “Slow Children at Play” sign is not supported by MUTCD and should not be used within the city.  The Commission agreed and requested that the Engineering Department review what type of signage could be used if any.

      Motion by Alderman Verhalen and seconded by Steve Anderson to hold request and have Engineering Department review what type of signage could be used.  Motion passed.

    3. Request to install a stop sign at the intersection of S. 6th Street and S. Carrollville Drive
    4. There were a large number of citizens in attendance for this request with all in favor of placing stop signs on S. 6th Street at every intersection within the Subdivision.  The Engineering Department stated that they could not support any stop sign unless it met the warrants outlined within the MUTCD and a traffic study was conducted.  The Engineering Department stated that the original request was for one intersection and that the warrants were not met.  The Commission agreed that a decision could not be made unless field data was collected for all intersections.  The citizens felt that it was their subdivision and that they should be able to get a stop sign no matter what the study results were.  The Commission members stated that data needed to be gathered just like it is for every request. 

      Motion by Mark Verhalen and seconded by Steve Anderson to hold the request and have the Engineering Department perform additional traffic studies for the remainder intersections.   Motion passed with 4 in favor and 1 opposed (Engineering Department).

    5. Request to install speed control on W. Grays Lane
    6. There were a large number of citizens in attendance for this request with all in favor of trying to slow offenders down.  There was discussion regarding the use of speed bumps and other devices to slow traffic.  The Police Department requested that citizens call in the offenders with vehicle information and license plates if possible.  The discussions also centered on removing the “No Outlet” sign located at intersection and the existing “Dead End” sign near the east end of W. Grays Lane.  The signs would be replaced with two “Dead End” signs located near the first resident’s home east of the intersection.  Both of the signs would face west with one being placed on each side of W. Grays Lane. 

      Motion by Tom Rosandich and seconded by Matthew Sullivan to continue the Police plan to contact offenders and to remove existing “No Outlet” and “Dead End” signs and replace them with two “Dead End” signs at above location.  Motion passed.

    7. Discuss on changing the Traffic and Safety Commission meetings to include July and August.
    8. Commission discussed the addition of meetings and agreed that the Commission should meet on an as-needed basis.

  5. Adjournment - Motion by Tom Rosandich and seconded by Mark Verhalen to adjourn.  Motion passed.
