PROCEEDINGS, SPECIAL COMMON COUNCIL MEETING
JOINTLY WITH THE CITY OF FRANKLIN COMMON COUNCIL
TUESDAY, MAY 29, 2007 AT 6:00 P.M.

- Mayor Bolender called this meeting to order at 6:30 p.m. On roll call, the following aldermen were present: Ald. Kopplin, Ald. Foeckler, Ald. Verhalen, Ald. Toman, Ald. Grabowski, and Ald. Michalski. Also present were: City Administrator Patrick DeGrave, City Attorney Lawrence Haskin, and Director of Community Development Douglas Seymour.
- After a call for citizen comment resulted in no one coming forward, the comment period was ended.
- After a presentation regarding the status of the streetscape design within the South 27th Street Corridor Plan Area, Ald. Foeckler, seconded by Ald. Grabowski, moved to express Oak Creek Common Council support of the vision contained in slide show and animation presentation and to move forward on a potential implementation for agreement for engineering and Architectural Services for the South 27th Street Corridor Plan Area Streetscape Design. On roll call, the vote was as follows: Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Verhalen, aye; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Michalski, aye.
- After a presentation and discussion regarding the structure of a possible scope of services and contract with The Zizzo Group for public relations and marketing services for the 27th Street corridor, Ald. Foeckler, seconded by Ald. Grabowski, moved to authorize a member of CDA, specifically Marie Myszkowski, to enter into contract negotiations in conjunction with a member of the Franklin CDA, with the Zizzo Group and HNTB to present a proposal subject to review and approval by the respective Common Councils, with direction to City staff to prepare a Memorandum of Understanding (MOU) with respect to these service contracts. On roll call, the vote was as follows: Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Verhalen, aye; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Michalski, aye.
- Discussion was held regarding possible authorization to proceed with contract revisions with HNTB to prepare modifications to the zoning code(s) to implement the 27th Street streetscape plan. This item was held.
- Discussion was held regarding proposed resolutions expressing the support of the Cities of Oak Creek and Franklin for the development of a freeway interchange at I-94 and Drexel Ave. Ald. Foeckler, seconded by Ald. Grabowski, moved to direct both City Attorneys to prepare a joint resolution expressing the support of the Cities of Oak Creek and Franklin for the development of a freeway interchange at I-94 and Drexel Ave. On roll call, the vote was as follows: Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Verhalen, aye; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Michalski, aye.
- Ald. Foeckler, seconded by Ald. Toman, moved to adjourn this meeting at 10:30 p.m. All voted aye; motion carried.
