TRAFFIC AND SAFETY COMMISSION

Municipal Court Room-Oak Creek Police Station

 

1)         Members in Attendance

 

Chief Tom Bauer, Lt. Steve Anderson, George Krudop, Cliff Nelson, Alderman Mark Verhalen, Michael Helgeson, David Schneider and Matthew Sullivan present.   

 

2)         Review of Minutes

 

Motion by David Schneider and seconded by Matthew Sullivan to approve the minutes of January 10, 2007.  Motion passed.

 

3)               Old Business

 

A.     Request for a street light to be installed at the intersection of S. 27th Street and W. St. John’s Way.

 

Five citizens attended the meeting with two in favor and three against.  Matthew Sullivan provided a layout of the proposed construction with showing the street light in the south median.  The citizens opposed of the installation felt that there were no safety or traffic issues at this location and it was going to be a waste of tax payer money.  The citizens in favor stated that they felt that it would provide necessary light for friends and family to be able to locate the entrance into the subdivision.  The Commission members listened to the citizens and discussed the issue. 

 

Motion by Cliff Nelson and seconded by Alderman Verhalen to recommend the installation of a street light at the intersection of S. 27th Street and W. St. John’s Way.  Motion passed.

                       

4)               New Business

 

A.     Request to control speeding along E. County Line Road

 

There were a large number of citizens in attendance for this request and two representatives from WE Energies.  The citizens, representatives and the Commission members had an open discussion on the traffic study, their concerns and possible solutions to control the speeding along E. County Line Road.  WE Energy representatives stated that they were in the middle of new traffic study and that they were looking into implementing some plans that would still conform to the conditional use permit that they have.  Some of the ideas that they were looking at were staggering the hours of their contractors, consultants and employees, having satellite parking away from this property to bus in the workers and other roadway improvements that might be supplied through the new traffic study.  Chief Bauer also stated that he would devise a plan to have more of police presence along with stronger enforcement.  The Commission members did not want to lower speed limits, place warning signs that children are present or change the configuration at the intersection of Chicago Rd and County Line Rd to not allow WE Energy traffic on County Line Rd.

 

Motion by Alderman Verhalen and seconded by Steve Anderson to implement the plan prepared by Chief Bauer and to reconvene in 6 months to discuss results of plan.  Motion passed.

 

B.     Request to install a stop sign on S. Shepard Avenue at the intersection of E. Randy Road

 

There were a large number of citizens in attendance for this request with all in favor of placing a stop sign on S. Shepard Avenue.  The citizens and the Commission members had an open discussion on the traffic study and their concerns.  The Commission members also mentioned that the addition of a double arrow sign would also help with vehicular traffic recognizing that this is a tee-intersection.

 

Motion by George Krudop and seconded by Alderman Verhalen to recommend the installation of a stop sign on S. Shepard Avenue and the installation of a double arrow sign along E. Randy Road facing S. Shepard Avenue with the permission of the residents at 741 & 801 E. Randy Road.  Motion passed.

 

C.     Discuss traffic control options at the intersection of E. Drexel Avenue and S. Pennsylvania Avenue

 

Commission requested that the City of South Milwaukee would have to be contacted since costs to improve the intersection and the cost to study this intersection would have to be half of their money.  It was also discussed that the members believed that only improvement to improve this intersection would be to add signals and that they feel this improvement was needed at this time.

D.    Discuss traffic control options at the intersection of W. Drexel Avenue and S. 27th Street

 

Commission discussed future improvements on Drexel Ave that are scheduled to be constructed in 2009 would improve this intersection to what is needed which would include dedicated left turn lanes with upgrades in traffic signals.

 

E.      Discuss traffic control options at the intersection of E. Chestnut Drive and S. Pennsylvania Avenue.

 

Commission requested that the City of South Milwaukee would have to be contacted since costs to improve the intersection and the cost to study this intersection would have to be half of their money.  The commission didn’t want to do anything with this intersection since by adding stop signs or signal would only make a bad situation worse on a dangerous and highly traveled road.

Motion by Alderman Verhalen and seconded by George Krudop to adjourn.  Motion passed.
