BOARD OF HEALTH
April 5, 2007 @ 4:30 P.M.
City of Oak Creek City Hall
Common Council Chambers
- Roll Call: Called to Order by Chairman W. Kopplin at 4:34 PM. On roll call, the following members were present: S. Schneider, J. Price, D. Cammilleri RS, L. Struhar (arrived 4:38PM), Dr. M. D’Amico (arrived 4:40 PM), Members Alderperson B. Kopplin and M. Zabkowicz were excused. Guests: S. Wojcinski and J. Devita.
- Introduction of David Cammilleri. D. Cammilleri shared with the Board some of the programs he will be conducting for the health department and reaffirmed the importance that a Registered Sanitarian is to protect the public. Dave also informed the Board that the Dept of Ag. Agreement has been signed by the State and that we are still waiting the DHFS Agreement to be signed.
- Presentation of plaque to S. Wojcinski for her service as interim-health officer and to J. Devita for his service as the appointed sanitarian.
- Approval of Minutes – February 14, 2007 meeting. Motion by S. Schneider, seconded by J. Price; approved as written.
- Correspondence – None.
- Health Officer’s Report – February & March Monthly Report. Discussion followed regarding the Communicable Diseases. J. Price stated that she continues to meet with Lisa Kujawa on a monthly basis on a number of issues. J. Price shared with complaint from a parent who attended the K-5 Screening. This parent was under the impression that the health department checked all immunization records with the student’s physician and questioned why no one checked the records during the screening. J. Price explained that the health department does not verify the immunization records when they are turned in and that the school will review the records at a later date.
- City Sanitarian Report – D. Cammilleri, RS reported that a complaint was called in on the Prime Table from a West Allis resident who ate there. Upon investigation he and Ken Walls (State RS) had the restaurant manager discard over 100# of food product. The Public Health Nursing investigation indicated that the stool specimen was negative for enteric pathogen per the West Allis ACL lab; therefore, there was no direct connection at this time. The complainant, unfortunately, waited approximately two weeks before she went to the emergency room.
- Medical Advisor Report – Dr. D’Amico reported that the Shingles vaccine is recommended for adults 60 and older and that the studies for efficacy are inclusive at this time. Aurora does offer this vaccine which is covered by Medicare Part B. The Medicare recipient would pay out of pocket and then submit a reimbursement form to Medicare. Dr. D’Amico will continue to research the benefit of this vaccine if one has already had the actual disease (Shingles).
Discussion related to TB testing and the Quantiferon Gold test vs. the Mantoux testing. The serology test would be more reliable since the application and interpretation of the Mantoux is highly subjective.
- Council Representative Report – B. Kopplin was excused from this meeting, however J. Price informed the BOH that an Memorandum of Understanding (MOU) was drafted between the Cities of Oak Creek and Franklin to contract for eight hours of the Sanitarian’s time until Franklin can hire their own RS. The Common Council approved the MOU on March 20, 2007, with an amended clause related to Workman’s Compensation. Board requested that the revenue received for these services are credited to the health department’s budget since that is where the sanitarian’s salary is debited.
- Old Business
- Ordinance 2450 & 2451 Updates-
- Sanitation Fee – J. Price reported to the Board that it was decided upon with D. Cammerilli to not include a Sanitation Fee at this time. May address this issue later if, during his inspections, establishments are found which do not fall into our license catagories.
- School Nursing – Health department staff continues to review and evaluate the services offered to the school district. Staff will conduct a survey as to what the other local health departments are offering in their schools. Dr. D’Amico asked that the health department, during the monthly meetings with Lisa Kujawa, inquire about the Medical Advisor position for the school. The concern is who is signing the standing orders, policy/procedures for the school district. Dr. D’Amico requested a copy of the “Standard (g) Emergency Nursing Services”.
- Annual Public Health Conference/WALHDAB – J. Price informed the Board that B. Kopplin was interested in attending this conference (May 23-24, 2007). If a Board member attends, it would be at the health department’s expense. No others volunteered at this time.
- Sharps Containers – Tabled.
- Memorandum of Understanding (attachment 3) – J. Price explained that the Cudahy Health Department is the fiscal agent for the Pandemic Influenza Preparedness Exercise and that Oak Creek’s portion is $1,938. Permission to sign the MOU and pay our share was obtained. Motion made by L. Struhar, seconded by S. Schneider to allow J. Price to sign the MOU for Pandemic Influenza Preparedness and submit a check for $1,938. Passed 6-0.
- New Business
- MCH Grant Modifications – J. Price explained that the MCH objective for 2007 consolidated grant was modified in order to streamline the outreach efforts by the department.
- Public Health Preparedness Seminar Update – J. Price informed the Board that while at this conference she picked up several good programs that the health department will be reviewing in the upcoming months.
