The Monday, April 2, 2007, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:06 p.m. by Chairperson Janet Fluegel
The minutes from the March 15, 2007, meeting was approved on a motion made by Patricia Glatch and seconded by Pete Wagner. All aye; motion carried.
Henry Miller Park Pavilion Renovation Project Preliminary Design-Review & Take Action
Rich Blum from The Architectural Workshop, LLC. and the architect for the Henry Miller Park Pavilion renovation project presented and discussed with the Commission two design schemes for the project. The two schemes were pretty much the same except—
Scheme “A” was a design to perform the renovation without an addition to the pavilion
Scheme “B” was a design to perform the renovation with a nine foot addition on the west side of the pavilion that will provide direct outside access to the restrooms and allow for additional fixtures to be added in the restrooms.
The Commission, Director and Mr. Blum discussed various design options which the architect will acquire alternate construction costs for each. The design options list was created based on ADA compliance and energy compliance prioritization. After some discussion a motion was made by Paul Sigler and seconded by Greg Lampe to approve the Addition Scheme “B” design for the Henry Miller Park Pavilion renovations. All aye; motion carried.
After further discussion, a motion was made by Marianne Dickmann and seconded by Patricia Glatch to authorize the Director to choose the alternate design items to be bid based upon their cost not to exceed the grant budget. All aye; motion carried.
Abendschein Community Park- Park Facilities for Phase 1 Development-Review & Take Action
The Director informed the Commission that he will be meeting with School District representatives on April 12th regarding park facilities at the East Middle School site. He assumes the meeting will be related to the dismantling of the park facilities, but is hopeful that the meeting will include discussion on relocating some or all of the existing park facilities at the site. He will update the Commission at their next meeting.
The Director informed the Commission that the Gerald Stahl property appraisal will be completed soon and the grant application for land acquisition funding is due May 1st.
The Commission and Director discussed contracting with an engineering and architectural firm to complete and submit a stream bank stabilization grant for the Oak Creek in Abendschein Park. The project would cost approximately $300,000 with the potential maximum grant award being $150,000. The City can decide if they want to accept the grant when/if it is awarded to the City later this year.
The Director and Commission discussed the need to update the Abendschein Community Park master plan. For several meetings they have been discussing various park facilities development priorities for the first phase of development as well as changes in what park facilities should be developed in the park. The Director felt that updating the park master plan could cost $8,000-$10,000 and if so would need Common Council approval. The Commission and Director agreed that they would rather spend the money on park facilities development but thought it was important to update the plan.
A motion was made by Patricia Glatch and seconded by Marianne Dickmann to contract with the engineering and architectural firm of Bonestro & Associates to complete and submit a stream bank stabilization grant for the Oak Creek in Abendschein Community Park for a sum of $2,000. All aye; motion carried.
A second motion was made by Pete Wagner and seconded by Patricia Glatch to proceed with an update of the Abendschein Community Park master plan process. All aye; motion carried.
A third motion was made by Marianne Dickmann and seconded by Pete Wagner to recommend that in order to maximize the area available for park facilities, the Plan Commission consider recommending to the Common Council to amend the official map the elimination of the proposed Clement Avenue collector street that runs through the Abendschein Community Park site. All aye; motion carried.
Park Development – Update 2007 CIP/CEP Projects-Informational
The Director informed the Commission that the Bleacher Bunch High School Baseball Booster Club met with staff to discuss relocation of the Abendschein Park baseball diamond backstop netting poles outside the playing area. They will supply the new poles, equipment and labor. Hopefully, the project can be done before the first high school teams’ practices in May.
