Item No.5 –  To convene to closed session to discuss Police Officer grievance 2007-11 and to include for the City - Tom Bauer, RoseAnn Underberg;  for the union, Ben Barth, labor consultant for LAW and grievant – Andy Sagan.

Based on information heard in closed session, the union will waive their time limits for response while the city works with David Rasmussen from the IRS to clarify their interpretation of Publication 15-A – Employers Supplemental Tax Guide, as it pertains to uniform allowance and taxable events.

Item No. 3 – Requests for Tuition Reimbursement

The Committee reviewed requests from Officer Jamie Lisowski submitted on 02-14-07 for a class that commenced on 01-21-07 and from Officer Robert Carter who submitted on 02-14-07 for two classes that commenced on 01-2007.

The Committee expressed objection to the failure to follow the requirements in the City’s 4-29-1999 Tuition Reimbursement Policy; specifically that “An employee must complete an application form prior to signing up for the course and the department head will indicate on the form whether or not they approve of the employee taking the course.  The Personnel Committee will then consider the tuition reimbursement application before the course is taken.

Item No. 4 – Review Tuition reimbursement policy for non-represented staff

The draft of a suggested tuition reimbursement policy for non-represented personnel was reviewed by the Committee.  Due to time constraints, the committee asked for the issue to be forwarded to the next meeting.
