CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Present:  Dan Jahn, Patricia Glatch, Janet Fluegel, Ann Lampe, Alderperson Tom Michalski, Marianne Dickmann, Paul Sigler & Peter Wagner

In attendance: Julie Becker from Community Newspaper arrived at 6:20pm.

The Thursday, November 29, 2007, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:05 p.m. by Chairperson Janet Fluegel.

Patricia Glatch made a motion to approve the minutes from the October 11, 2007 meeting.  Seconded by Ann Lampe.  All aye; motion carried.

The financial statements and claims for September & October 2007 were approved on a motion made by Marianne Dickmann and seconded by Patricia Glatch. All aye; motion carried.

East Middle School Park Facilities - Informational

  1. Update: The play structure was dismantled and removed from the school site. The bike trail has been reconstructed at the school site and is open for use. A decision as to whether or not park facilities will be constructed at the school site has not been made.

2008 Proposed Budget Update-Informational

The 2008 budget was approved by the Common Council at their November 19, 2007 meeting. The Director reviewed the capital improvement program portion of the budget with the Commission.

5-Year Park and Open Space Plan Update – Informational

Pete Wagner updated the Commission on the progress of the plan update. Staff is working on the implementation section and bikeway section of the plan. Hopefully the plan will be finalized and sent to the Commission in December for review and placed on the January 2008 meeting agenda for approval.

Abendschein Community Park Plan Update – Review

  1. Stream bank and land acquisition grants results: The Director informed the Commission that the stream bank grant application was denied. The Commission may want to consider including stabilizing a couple wash out areas in the park along the Oak Creek in the Phase 1 development. The land acquisition grant application was approved by the Department of Natural Resources. The grant was awarded up to a $200,000 matching grant for the purchase of a portion of the property at 1020 E. Forest Hill Avenue for an expansion of Abendschein Park.

    After some discussion, Ann Lampe made a motion to recommend to the Common Council to acquire the property and that the difference between the grant money and acquisition cost be taken from the Environmental Corridor Acquisition Account. Seconded by Tom Michalski. All aye; motion carried.
  2. Park facilities for Phase 1 Development: The Commission tabled further discussion regarding park facilities Phase 1 development until their January meeting.

Park Development

  1. Henry Miller Park Pavilion renovation project: The Director updated the Commission on the addition and renovation project at Miller Park pavilion.
  2. Open air shelter installation at  various neighborhood parks: The Director informed the Commission that the concrete slabs have been installed at Camelot, Chapel Hills, Manor Marquette and Willow Heights neighborhood parks. The shelter installations should be complete this winter or early spring.

December Meeting: Call of the Chair-Review & Take Action

Paul Sigler made a motion that the December meeting would be a call of the chair. Seconded by Patricia Glatch. All aye; motion carried.
