Personnel Committee Meeting

November 27, 2007 3:30 p.m.

Committee members present:  Mike Toman, Al Foeckler
Absent: Tom Michalski
Also Present:  Administrator Patrick DeGrave, Finance Manager RoseAnn Underberg, Street Superintendent Mike Lampe, Fire Chief Brian Satula, and Labor Attorney Robert Buikema.

The meeting was called to order at 3:40 p.m. by Chairman Toman.  It was noted that Alderman Michalski was contacted and was unable to attend.  

Item No. 2 – Review minutes from August 30, 2007 and September 25, 2007.

Item No. 3 – To convene to Executive Session per WI Statute 19.85(1) (c) & (e) to

  1. Discuss Local 133 grievance – Street Department Administrative Assistant
  2. Discuss WERC complaint from Local 1848
  3. Discuss contract bargaining strategy for successor labor agreements

Item No. 4 – To return to open session and consider action on any matter discussed in closed session.

Item No. 5 – Discuss retiree health and Medicare reimbursement benefits for remarriages.

            The committee discussed the need to address in the upcoming bargaining sessions the issue of re-marriage for retirees and coverage for the new spouse.

Item No. 7 – Review job description for Battalion Chief

The Committee reviewed a draft job description for the new position of Battalion Chief in the Fire Department.  Discussion led to some modifications, primarily in the section for required education.

Item No. 8 – Consider wage for Battalion Chief

The Fire Chief recommends the wage of the new Battalion Chiefs be placed in parity with the Police Lieutenants.  This would mean a 2007 wage of $76,658.  The recommendation is to maintain parity as the wages are adjusted for 2008.

Motion to recommend to the Common Council that the Battalion Chief wage be set for 2007 at $76,685 plus related benefits including time and one half for call back and training beyond the 56 hour week.  Foeckler
