PROCEEDINGS, SPECIAL COMMON COUNCIL MEETING

MONDAY, NOVEMBER 19, 2007, 7:00 P.M.

The meeting began with the Pledge of Allegiance being said by all present.

Mayor Bolender called the meeting to order at 7:00 p.m.  On roll call, the following alderpersons were present:  Ald. Kopplin, Ald. Foeckler, Ald. Verhalen, Ald. Toman, Ald. Grabowski, and Ald. Michalski.  Also present were:  City Administrator Patrick DeGrave, City Engineer Wayne St. John, Director of Community Development Douglas Seymour, Street Superintendent Michael Lampe, Information Technology Manager Caesar Geiger, City Librarian Ross Talis, Assistant City Attorney Melissa Karls, Community Public Health Officer Judith Price, Public Health Nurse Supervisor Sue Wojcinski, Fire Chief Brian Satula, Assistant Fire Chiefs Thomas Rosandich and George Krudop, Police Chief Thomas Bauer, City Treasurer Barbara Guckenberger, Finance Manager RoseAnn Underberg, and City Clerk Beverly Buretta.

1. A public hearing was held to consider the proposed 2008 City budget.  A summary transcript is available in the City Clerk’s Office (see item 2 for action on this hearing).
2. Ald. Foeckler, seconded by Ald. Michalski, moved to adopt Ordinance No. 2483, adopting the 2008 budget and making appropriations - Option B, using the approved 2008 state levy limit at 3.86% and the state’s Expenditure Restraint Program at 4.1% (rather than using the projected 3.03% state levy limit and 3.0% state Expenditure Restraint Program as estimated during the City’s budget review sessions), with the requirement that Council approval be obtained before any spending could occur from the Rate Stabilization Account.  On roll call, the vote was as follows:  Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Verhalen, no; Ald. Toman, aye; Ald. Grabowski, no; and Ald. Michalski, aye.

            Ald. Grabowski, seconded by Ald. Foeckler, moved to adjourn this meeting at 9:05 p.m.  On roll call, the vote was as follows:  Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Verhalen, aye; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Michalski, aye.
