City of Oak Creek Ad-Hoc Joint Library Exploratory Committee

Milwaukee Area Technical College Joint Library Venture Committee
November 8, 2007
Roll Call: The meeting of the City of Oak Creek Add – Hoc Joint Library Exploratory Committee and the Milwaukee Area Technical College Joint Library Venture Committee was called to order by chair Jeffrey Jackson on Thursday, November 8, 2007 at 10:10 a.m. Those in attendance in addition to Jackson were Caryn Dohring, Dennis Havey, Julie Joosten, Sue Kaczmarek, Jennifer Medved and Ross M. Talis. Courtney Marlaire was excused.
Approve Minutes: Motion was made by Sue Kaczmarek, seconded by Dennis Havey to approve the minutes of the October 25 meeting. On Roll Call all voted aye.
Governance: Discussion took place on governance for a combined facility. Committee members agreed that:
- M.A.T.C. Executive Board would continue to govern the M.A.T.C. Library
- Oak Creek Library Board would continue to govern the Oak Creek Public Library
- A model for governing the shared learning center would be discussed and determined at a future meeting
- Both bodies would work closely together when dealing with issues of concern
Building Maintenance: Preliminary discussion took place on maintenance of a combined facility. Committee members agreed that:
- All options for an environmentally friendly “green” building be investigated to promote economies of scale
- Exterior maintenance such as snow removal and window cleaning would be done by M.A.T.C. staff
- Interior maintenance such as cleaning, electrical, plumbing, etc would continue to be the responsibility of each governing body
Materials Collections: Discussion took place regarding the respective libraries materials collections. The committee members agreed that:
- M.A.T.C. Library collection has been selected to support the role of the technical college curriculum and will remain in the M.A.T.C. Library portion of the building
- Oak Creek Public Library collection has been selected to fulfill the role of popular materials library and will remain in the Oak Creek Library portion of the building
Staffing: Discussion took place regarding the staffing of both libraries. Committee members agreed that:
- M.A.T.C. Professional and support staff have specific training and strengths devoted to serving technical college users
- Oak Creek Library professional and support staff have specific training and strengths devoted to serving public library users
- Sharing of respective staff members would not be in the best interest of either library
- Staff of both libraries will be available to help each other in emergency situations
- Both the M.A.T.C. Executive Board and the City of Oak Creek be aware that a shared facility will result in increased patron use and a commitment to increase future staffing will be necessary
Hours: Discussion took place regarding the issue of open hours for both libraries. Committee members agreed that:
- Current M.A.T.C. Library hours are:
Monday – Thursday: 7:45 a.m. – 9:30 p.m.
Friday: 7:45 a.m. – 4:00 p.m.
Saturday & Sunday: Closed
Special Summer Hours: Monday – Thursday 7:45 a.m. – 8:30 p.m.
- Current Oak Creek Library hours are
Monday – Wednesday: 10:00 a.m. – 8:30 p.m.
Thursday: 12:00 p.m. – 8:30 p.m.
Friday: 10:00 a.m. – 5:00 p.m.
Saturday: 10:00 a.m. – 4:00 p.m.
Sunday: 1:00 p.m. – 4:00 p.m.
Summer Hours: Sunday: Closed
- Hours for both libraries will remain the same
- Discussion on possible standardization of hours might take place in the future
Circulation Privileges: Discussion took place regarding circulation privileges for patrons of both libraries. Committee members agreed that:
- M.A.T.C. Library resources are available to faculty, students and members of the public for use in-house
- M.A.T.C. Library circulating resources can be borrowed by faculty and students who possess a valid school identification card
- M.A.T.C. Library circulating resources can be borrowed by non-M.A.T.C. patrons with the use of a Library Council of Southeastern Wisconsin “infopass” issued by their local public library
- Oak Creek Library resources are available to patrons and the public for use in-house
- Oak Creek Library circulating resources are available to residents of Milwaukee County who posses a valid Milwaukee County Federated Library System card. Residents of other counties can borrow Oak Creek Library materials only when they purchase a yearly non-resident fee card
- Oak Creek Library circulating resources are available to non-card holders with the use of a Library Council of Southeastern Wisconsin “infopass” issued by their local library
- These same circulation privileges would remain in a joint library venture
- Both the M.A.T.C. and Oak Creek libraries use the Dewey Decimal classification system for their materials, enabling users of either library the ease of browsing the other library’s collection
- Both the M.A.T.C. and Oak Creek libraries use processing and on-line public access catalogs (opacs) based on software produced by the Innovative Interfaces Company, enabling users of either library the ease of searching for items in the other library’s collection
- Links could be placed on the opacs of both libraries directing users to the collections of the other
Funding: Discussion took place regarding the issue of funding. Committee members agreed that:
- M.A.T.C Library (operation, staff, materials, etc.) would continue to be funded by the M.A.T.C. executive board.
- Oak Creek Library (operation, staff, materials, etc.) would continue to be funded by the City of Oak Creek.
- Utilities costs would be divided proportionally based on a formula to be determined
- Collaboration on the part of staff of both libraries in the purchase of more expensive reference titles be investigated to promote economies of scale and better serve patrons
- Sharing of the costs of on-line databases be investigated to promote economies of scale and better serve patrons
- Collaboration on the part of staff of both libraries would occur when investigating the purchase of furnishings, electronics, etc. to promote economies of scale
- Collaboration on the part of staff and governing bodies of both libraries would occur to identify and solicit contributions from area residents supplemental to funds allocated by M.A.T.C. and the City of Oak Creek
- Collaboration on the part of staff and governing bodies of both libraries would occur to identify sources of state, federal and “green” grants as a supplement to funds allocated by M.A.T.C. and the City of Oak Creek
