CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Thursday, October 11, 2007

Present:  Dan Jahn, Patricia Glatch, Janet Fluegel, Ann Lampe (arrived at 6:18 pm), Alderperson Tom Michalski, Marianne Dickmann & Peter Wagner

Absent: Paul Sigler

The Thursday, October 11, 2007, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:06 p.m. by Chairperson Janet Fluegel.

Dan Jahn made a motion to approve the minutes from the September 13, 2007 meeting.  Seconded by Tom Michalski.  All aye; motion carried.

East Middle School Park Facilities - Informational

  1. Update: The play structure needs to be dismantled and removed from the school site by January 1st.
  2. Discuss relocating play structure: Relocating the play structure to Abendschein Community Park will be considered with the park site development. Henry Miller Park does not have an area large enough for the play structure. The play structure will be stored at the city garage complex until a decision is made regarding its relocation.

Abendschein Community Park Plan Update - Review

  1. Final Plan Concepts: The Director distributed the latest updated park site plan concept. After much discussion, Peter Wagner made a motion to approve the concept plan with the addition of security lighting along the pathway from the pavilion to the north parking lot and a park entrance sign. Seconded by Ann Lampe. All aye; motion carried.
  2. Park facilities for Phase 1 Development: The Commission discussed park facilities proposed in Phase 1a and 1b development proposals with the goal to propose a Phase 1 development that could be accomplished with available funds. The Commission will continue to review the two phases for development options. The Director reminded the Commission that if the City is awarded land acquisition and stream band stabilization grants for 2008, development funds would probably need to be directed towards these projects as well. The Commission will continue Phase 1 development discussion at their next meeting.
  3. Clement Avenue Extension: The Director informed the Commission that at their October 2, 2007 meeting, the Common Council amended the official map for the northeast ¼ of Section 16 to relocate a road to the western edge of Abendschein Park where the existing entrance road is located. This eliminates the proposed Clement Avenue Extension that was originally designed to run through a section of the park.

Recreation – Informational

  1. Fall Recreation Report: No discussion
  2. Future Recreation Programming: The Director informed the Commission that he attended a School Board Committee Meeting and was informed that the Mayor and City Administrator met with some committee members to discuss the possibility of the school district taking on some or all of the recreation programs.  The Director prepared a memorandum addressing some concerns with this proposal that he intends to forward to the Common Council if needed. The Commission reviewed the memorandum and Ann Lampe made a motion to endorse the Department Recreation Programming memorandum. Seconded by Patricia Glatch. All aye; motion carried. The Director is to notify the Commission if and when this item appears on a Common Council meeting agenda.

Park Development

  1. Henry Miller Park Pavilion: The Director updated the Commission on the addition and renovation project at Miller Park pavilion.
  2. The Director mentioned the possibility of relocating softball backstops at South Hills, Camelot and Haas parks to avoid wet grounds.
