CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Absent: Paul Sigler, Greg Lampe

The January 11, 2007, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:10 p.m. by Chairperson Janet Fluegel

The minutes from the November 16, 2006, meeting was approved on a motion made by Ann Lampe and seconded by Patricia Glatch.  All aye; motion carried.

The financial statements and claims for November & December 2006 were approved on a motion made by Marianne Dickmann and seconded by Pete Wagner.  All aye; motion carried.

5-Year Park & Open Space Plan Update

The Director briefly discussed the plan update provided by Jeff Fortin, City Planner.  Staff is currently working on the needs assessment portion of the plan. Two sections that would be addressed in this assessments portion of the plan would be location (park) needs and facility needs. This section would also look at trends in parks and recreation. Staff met to identify future park sites throughout the City.  Staff will be working with the City’s GIS department to begin creating the maps for the park and open space plan. Hopefully, a draft of the plan will be available for review by the Commission at the March meeting.

Abendschein Community Park- Park Facilities for Phase 1 Development

The Director and Commission discussed park facilities development in Abendschein Community Park.  The Commission prefers a community building to be constructed in the park that would accommodate approximately 125 people inside and at least an additional 50 people outside with the possibility of expanding the outside overhang in the future. Heating and air conditioning is a must so the building can be available for public use year around. The proposed outdoor ice rink area would be better utilized for a future splash pad and winter ice skating would continue to be offered at Henry Miller Park. Other alternative and/or future park facilities development was discussed as was cost estimates for stream bank stabilization and land acquisition. Park facilities development discussion will continue at the February meeting.

Henry Miller Park Pavilion Handicapped Accessibility Project

The Director informed the Commission that he was in the process of obtaining architectural services to develop a preliminary design and a Request for Proposal for the project. Since Community Block Grant funds will be used for the project, it must be completed by October 31st. The Director would like to see the project completed by July 1st.

Park Development – Update 220 CIP/CEP Projects

The tennis court development at Riverton Meadows Neighborhood Park is targeted to take place in May and hopefully the play structure enhancement project will take place shortly after.

Final Fall & Preliminary Winter Recreation Program Reports

No discussion.

Communications

a.      WI Urban & Community Forestry Newsletter

The Director commented to the Commission that he thought that this particular issue of the newsletter was very informative regarding several urban forestry issues. The newsletter includes an urban forestry advocacy piece that features the economic, social and environmental services provided by community trees. Copies of the newsletter were forwarded to the Mayor and Council.
