CITY OF OAK CREEK AD HOC COMMITTEE ON
FACILITY SPACE NEEDS
TUESDAY, September 19, 2006, 6:30 PM
- This meeting was called to order at 6:35 p.m.
- Present were Committee members: Fred Siepert, Isabel Haase, Mike O’Brien, Frank Carini, Cal Nowak and Joy Johnson.
- Staff present were: Facilities Manager Dick Kulka; Information Technology Manager Caesar Geiger, City Librarian Ross Talis, Fire Chief Brian Satula and Personnel Specialist Marie Kreif.
- F. Carini made a motion to approve the minutes of July 18 and August 15. Cal seconded the motion. All aye; motion carried.

- Fire Station #1
- Cal and Mike presented the information they gathered on the library facility. Cal indicated that space is a high priority and noted that based on the projections in the 2010 Comprehensive Plan the city has already exceeded the expected capacity of 23,000 for 2005 by 35%. The Library currently is 14,800 sq. ft. and the 1995 report indicated a need of 24,000 sq. ft. for 2005 (or approximately one square foot per resident). Based on that expectation, we would currently need a facility of 30,000 sq. ft. Therefore, if the population is estimated to be 50,000 in 20 years, we should anticipate the building being 50,000 sq. ft. to meet the needs of the population.
- Anticipated cost from the 1995 figures shows approximately $100/sq. ft. which would include books, recordings, periodicals, tables, chairs, computers, etc. Fred indicated that the 2006 cost to build a new facility of 30,000 sq. ft would be $4.5-7 million, which would include the structure, equipment, furnishings, books, etc. To add another $20,000 sq. ft for the 20 year expansion would add another $3-5 million.
- Problems with the current facility include inadequate space, a bad boiler, bad suspended ceiling and light fixtures, mechanical piping for boilers that don’t meet current capacity, worn out rooftop heating units, bad seals on thermal pane windows, irreplaceable hardware for exterior doors, expiring useful life of roof, bathrooms are not ADA compliant, no humidification system, no sprinkler system, and inadequate computers for residents.
- Ross noted that the community of Franklin built a new facility approximately four years ago and have significantly expanded their utilization since then. They built a facility that was expected to be useful 30-40 years into the future.
- The committee discussed the options of remodeling versus building a new Library facility and the need to stay competitive while serving the needs of the community.
- Fred indicated that a review of the RFPs that were submitted should be done by the Steering Committee, if one is assigned by Council.
- F. Carini, seconded by Mike O’Brien, moved to adjourn this meeting at 7:45 p.m. All voted aye.
