Personnel Committee Meeting Minutes

Thursday September 14, 2006

The meeting was called to order at 5:03 p.m. 

Committee members present were Alderman Toman and Alderman Lampe. 

Also present were City Administrator Patrick DeGrave, Finance Manager RoseAnn Underberg, Fire Chief Brian Satula, Police Chief Tom Bauer and Personnel Specialist Marie Kreif.  

Item 2.  Review and approve minutes from previous meetings

Alderman Lampe made a motion to approve the minutes of August 24, 2006   Alderman Toman seconded the motion.  All aye; motion carried.

Item 3.  Consider tuition reimbursement requests

  1. P. Olson – Intro to Sociology, Introductory Psychology
  2. M. Kressuk – Fire Protection Structure and Systems Design
  3. R. Carter – Police Leadership/Ethics, Policies in Policing

Alderman Lampe made a motion to approve the reimbursement requests of Olson and Kressuk; as well as Carter’s request, subject to funds availability at the end of the year.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 4.  Consider modifications to Street Department job descriptions

Alderman Lampe made a motion to approve the modifications to Street Department job descriptions as it relates to lifting requirements (100 pounds aided physically or mechanically).  Alderman Toman seconded the motion.  All aye; motion carried.

Item 5.  Discuss the promotion process for Fire Department employees and consider modifications to job descriptions (Lieutenants and Captains)

No action was taken.

Item 6.  Consider request to fill Dispatch Supervisor vacancy

Alderman Lampe made a motion to authorize and proceed with the process to fill the Dispatch Supervisor position as presented pending Council approval at the September 19th meeting for the Dispatch Manager position.  Although the process does not need to be taken back to Council, once a salary is established and an individual is selected, that approval must be taken back to Council.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 7.  Alderman Lampe made a motion to convene to executive session at 5:07 p.m. under Statutory authority 19.85(1)(c) and (e) to:

  1. Discuss impact of tunnel rescue with Local 1848
  2. Negotiate labor agreement with Police Supervisors
  1. No action was taken.  Alderman Lampe made a motion directing Attorney Buikema to draft a letter to the Fire Union asking for a written proposal.  Upon receipt of the proposal, another meeting will be scheduled.
  2. A tentative agreement was reached, subject to ratification by the association and Council approval.

Alderman Toman motioned to adjourn the meeting at 7:50 p.m. 

Alderman Lampe second.  Motion carried.
