Personnel Committee Meeting Minutes

Thursday August 24, 2006

The meeting was called to order at 1:00 p.m. 

Committee members present were Alderman Toman and Alderman Lampe. 
Also present were City Administrator Patrick DeGrave, Finance Manager RoseAnn Underberg, Fire Chief Brian Satula and Police Chief Tom Bauer.  

Item 2.  Review and approve minutes from August 15, 2006 meeting

Alderman Toman made a motion to approve the minutes of August 15, 2006   Alderman Lampe seconded the motion.  All aye; motion carried.

Item 3.  Consider tuition reimbursement requests

  1. J. Lisowski (Police) – Psychology of Death and Dying

Alderman Toman made a motion to approve the reimbursement request.
Alderman Lampe seconded the motion.  All aye; motion carried.

Item 4.  To consider a request by Police Dispatcher Jackie Crayton to extend her leave of absence for an additional 30 days. 

Chief Bauer indicated Ms. Crayton may not need the entire 30 day extension and asked the Committee to extend for “up to” an additional 30 days. 

Alderman Toman made a motion to approve the request for an extended leave of absence for up to 30 more days.
Alderman Lampe seconded the motion.  All aye; motion carried.

Item 6.  To consider request to replace a police officer due to a recent separation.

Chief Bauer is seeking Committee permission to replace Officer James Dailey who recently separated employment to begin a career in education. 

Alderman Toman made a motion to approve the request.
Alderman Lampe seconded the motion.  All aye; motion carried.

Item 5.  To meet with members of the CDL Review Committee to discuss the CDL laws and possible city policy to deal with loss of license.

The Committee met with Street Department representatives Rob Porter, Gary Wagner, and Terry Moss.  The representatives are seeking a policy that would allow an employee to remain in the city employ after a suspension of their CDL under the new state law provisions.  The Committee sought clarification of the law as well as a review of how surrounding jurisdictions are handling the issue.  The administrator will secure a copy of the new law and any clarifying information that CVMIC can supply.  The union representatives will secure examples from surrounding communities that help support their request.  Once this information is compiled,  the topic will be scheduled for further Committee discussion and review.

Item 7.  1:35 p.m. To convene to executive session under Statutory authority 19.85(1)(c) to:

  1. Discuss the impact of tunnel rescue with Local 1848

Alderman Toman made a motion to approve.
Alderman Lampe seconded the motion.  All aye; motion carried.

Present for the discussion were union representatives:  Steve Wilding, Jack Rehn, Mike Rutz, and Mike Havey.

Item 8.  Reconvene in open session

Motion to reconvene to open session at 2:36 a.m. by Alderman Toman. 
Alderman Lampe second.  Motion carried.
