CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Monday, July 24, 2006

Present:  Alderperson Ann Lampe, Dan Jahn, Janet Fluegel, Greg Lampe, Marianne Dickmann, Pete Wagner, Patricia Glatch & Paul Sigler (arrived 7:05 p.m.)

Absent: Peter Wagner

In attendance: Jeff Fortin, City Planner; Amy Krese, high school biology teacher

The July 24, 2006, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:01 p.m. by Chairperson Janet Fluegel

The minutes from the June 8, 2006, meeting was approved on a motion made by Dan Jahn and seconded by Patricia Glatch. All aye; motion carried.

The financial statement/claims for the month of May 2006, we approved on a motion by Marianne Dickmann and seconded by Patricia Glatch. All aye; motion carried.  A concern was brought up by Ann Lampe regarding the promotional advertisement the Parks & Recreation Department placed in the Oak Creek High School Pom’s program.  A policy regarding promotional advertising and donations will be discussed at a future meeting.

2006 Park & Open Space Plan Update

The Commission discussed what public participation would take place in the plan update process.  Paul Sigler moved that, in concept, the Commission agrees with the documentation in the Comprehensive Plan for the City of Oak Creek (which will take the place of a public survey at this time), and there will be a public information meeting conducted after the draft of the 5-Year Park & Open Space Plan is reviewed and approved by the Commission.  Seconded by Greg Lampe.  All aye; motion carried.

Abendschein Community Park-Park Facilities for Phase I Development

Paul Sigler made a motion to approve the Phase 1 Development Plan, include it in the 2007 CIP Budget proposal for additional funds for development of Phase 1 in 2007.  Seconded by Patricia Glatch.  All aye; motion carried.

August Meeting Date

A motion was made by Marianne Dickmann; seconded by Greg Lampe that an August Commission meeting would be a call of the chair.  All aye; motion carried.

Deerfield Elementary School Site-Park Facilities Development

The Commission reviewed the park site/facilities development spread sheet. At their July 5, 2006 meeting, the Common Council authorized the expenditure of Park Impact Fees for development of park facilities at Deerfield Elementary School.  The Commission was pleased to hear that significant progress toward the development of the park facilities will take place in 2006.

Riverton Meadows Park Playground Equipment Expansion

The Director is still waiting for play structure expansion proposals.

2007 Recreation Program, User Fees & Charges Guidelines

The Commission reviewed the current and proposed changes in the User Fees & Charges Guidelines regarding recreation programs.  After some discussion the User Fees & Charges Guidelines and proposed changes was approved on a motion made by Paul Sigler and seconded by Marianne Dickmann.  All aye; motion carried.

Recently Passed Impact Fee Legislation (Act 203, Act 477)

The Director did not have additional information to report to the Commission since the June 8th meeting.

Communications

        Copies were distributed of the Benefits Proclamation

At 6:54 pm, Greg Lampe made a motion to adjourn the meeting.  Seconded by Patricia Glatch.  All aye; motion carried.
