The meeting was called to order at 3:30 p.m.
Committee members present were Alderman Toman and Alderman Lampe. Also present were City Administrator Patrick DeGrave, Police Captain Endthoff, Acting Community Public Health Officer Sue Wojcinski, Finance Manager RoseAnn Underberg, and Personnel Specialist Marie Kreif.
Item 2. Review and approve minutes from previous meetings.
Alderman Toman made a motion to approve the minutes of June 20. Alderman Lampe seconded. Motion carried.
Item 3. Discuss Street Superintendent recruitment process
According to the Municipal Code, the Street Superintendent position is appointed by the Mayor with the Personnel Committee’s recommendation to Council. A review of the candidates will be conducted by Alderman Lampe, Alderman Toman, Mayor Bolender, Pat DeGrave and RoseAnn Underberg.
Item 4. Discuss Health Officer recruitment process
Sue Wojcinski provided an update on the status of the recruitment process to date with funds spent and the general condition of the department.
Item 5. Consider request for leave of Absence – Police Department
Alderman Toman made a motion to grant an uppaid leave for 60 days from the date that unpaid status began and to re-assess the situation as the end of that time period grows closer. Alderman Lampe seconded; motion carried.
Item 6. Consider development of an employee manual
Alderman Lampe made a motion to recommend approval of the proposal at the second Council meeting in July for the project not to exceed $10,000 overall with no set completion date but to conclude by year end. Alderman Toman seconded the motion. All aye; motion carried.
Item 7a. Hear Local 1848 grievance regarding shoe replacement
Motion to reconvene to open session at 4:40 p.m. by Alderman Lampe. Second to the motion by Alderman Toman. Motion carried.
Item 9. To take action on items discussed in closed session.
8a) Alderman Toman made a non-precedent setting motion to allow for an additional reimbursement of the duty-related shoes that were already replaced earlier in 2006, through the shoe allowance, should they need to be replaced again in 2006.
Alderman Lampe motioned to adjourn the meeting at 4:41 p.m. Alderman Toman seconded. Motion carried.
