The meeting was called to order at 6:18 p.m.
Committee members present were Alderman Toman and Alderman Lampe. Also present were City Administrator Patrick DeGrave, Fire Chief Brian Satula, Finance Manager RoseAnn Underberg, Police Chief Tom Bauer, and City Engineer Wayne St. John.
Item 2. Review and approve minutes from May 18, 2006.
The committee members did not have sufficient time to review the meeting minutes in advance of the meeting. Staff was instructed to include review and approval of the May 18th minutes on the next Personnel Committee agenda scheduled for June 20, 2006.
Item 3. Tuition Reimbursement
A tuition reimbursement request from police officer Brian Murphy was withdrawn. Officer Murphy is exploring other institutions of higher learning other than Empire State College.
Item 5. Wage review – Water Utility Commissioners.
Commission Chair Fred Siepert was present along with Commissioner Jerry Wille to ask the committee to consider a recommendation to increase their monthly per diem pay by $50.00. The committee heard that the current per diem of $100.00 per month for the Chair and $75.00 per month for commission members was last reviewed and set in 1993. Due to the responsibility, time, and driving requirements, the commission members believe it is time to adjust the per diem.
The committee members agreed with the commissioners.
Motion by Ann Lampe to recommend a per diem adjustment of $50.00 per month for all commission members. Second to the motion – Mike Toman. Motion carried.
Steve Yttri will draft a Council Report for submission at the June 20, 2006 Council meeting.
Item 6. To convene to closed session.
Motion by Ann Lampe at 6:30 p.m. Second to the Motion – Mike Toman. Motion carried.
Motion to reconvene to open session at 6:45 p.m. by Mike Toman. Second to the Motion – Ann Lampe. Motion carried.
Item 7. To take action on items discussed in closed session.
6a) Ann Lampe motioned to agree in concept to establishing a wage for the new Administrative Support Manager in the police department dispatch area at $60,000. Mike Toman seconded the motion.
Motion carried – Chief Bauer will draft and submit a Council Report for Council action on 06-20-06
6b) Ann Lampe motioned to reaffirm the prior decision to pay paramedics for 4.5 weeks for paramedic pay for the weeks spent in study in advance of actually starting the training session. The payment is made upon successful completion of the paramedic program.
Motion seconded by Mike Toman. Motion carried.
6c) Ann Lampe motioned to recommend a starting wage for the new plumbing inspector at $52,000 per year. Motion seconded by Mike Toman.
Motion carried. Wayne St. John will draft and submit a Council Report for Council action on 06-20-06.
Item 4 was moved forward to the June 20th meeting due to a lack of time.
Alderman Toman motioned to adjourn the meeting at 7:00 p.m. Alderman Lampe seconded. Motion carried.
