CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Thursday, April 13, 2006

 

Present:  Alderperson Ann Lampe, Dan Jahn, Janet Fluegel, Marianne Dickmann, Patricia Glatch & Greg Lampe & Peter Wagner (left at 7:04 p.m.).

Absent: Paul Sigler

The April 13, 2006, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:01 p.m. by Chairperson Janet Fluegel

The minutes from the March 9, 2006, meeting was approved on a motion made by Ann Lampe and seconded by Pete Wagner. All aye; motion carried.

The financial statements and claims for February & March 2006 were approved on a motion made by Marianne Dickmann and seconded by Pete Wagner.  All aye; motion carried.

Abendschein Community Park-Prioritize park facilities for Phase I Development

The Director and Commission continued their discussion from the March 9, 2006, meeting regarding prioritizing park facilities for Phase I development of Abendschein Community Park. All proposed and existing park facilities were reviewed.

After much discussion, Marianne Dickmann moved to include the following park facilities in Phase 1 development of Abendschein Community Park; seconded by Patricia Glatch. All aye; motion carried.

Note: Commissioner Pete Wagner left the meeting at 7:04 p.m. and was not present to vote.

  1. Grading (the term grading refers to grading, erosion control & grass restoration complete) for the access road, pavilion, play structure area, and ice skating area.
  2. Storm sewer/structure.
  3. Water main/lateral.
  4. Electricity and gas service.
  5. Pavilion.
  6. Paving the access road.
  7. The south parking lot.
  8. Playstructure.
  9. An asphalt pathway from the present north parking lot to the future south parking lot.
  10. Tentatively include a sand volleyball court(s) in the ice rink area.

The Commission expressed to the Director their desire to keep the disc golf course in Abendschein Park by relocating some of the holes when Phase I of the park is developed.

If additional funding became available, the Commission would like to see additional recreational trails included as part of the Phase I development.  The Director will research possible water and sanitary lateral options as well as additional sources of funding for the proposed Phase 1 park facilities development.

Review 2006 Park & Open Space Plan Schedule

The Director handed out and briefly reviewed with the Commission:

  1. The open space plan tentative schedule of commission meetings
  2. A memo from Jeff Fortin, City Planner, regarding various meeting discussion items
  3. The Park & Open Space Plan update steps

The Commission & Director also reviewed the status of the goals and objectives established in the 1998 Park & Open Space Plan.  The Commission will continue the 2006 Park & Open Space Plan process at their May 11, 2006, meeting.


Park Development Update – 2005/2006 CIP/CEP Projects

The Director updated the Commission on the progress of various 2005/2006 CIP/CEP projects.

  1. Renovation of abandoned cemetery on South Chicago Road
  2. Storage Building
  3. Park Shelters
  4. Disc Golf Course Opening
  5. Skate Park Lighting
  6. Truck purchase
  7. DNR grant application

Recreation Programs – Discuss Winter/Spring Programs

The winter/spring recreation report was included in the commission packets.  The Director added that a second Thursday men’s major softball league was added this season.

2006 Urban Forestry Items

The Director updated the Commission on various urban forestry items:

  1. Street tree planting bids approved
  2. Full time City Forester position
  3. Prairie restoration burn-Abendschein Park drainage way
  4. Tree City USA Award

Communications

No communications were distributed to the commission at this meeting.

ADJOURNMENT

At 7:45 pm, Greg Lampe made a motion to adjourn the meeting.  Seconded by Patricia Glatch.  All aye; motion carried.
