Personnel Committee Meeting Minutes

The meeting was called to order at 4:10 p.m.  Committee members present were Alderman Toman and Alderman Lampe.  Also present were City Administrator Patrick DeGrave, Police Chief Tom Bauer, City Engineer Wayne St. John, Finance Manager RoseAnn Underberg, Personnel Specialist Marie Pellett, and Rob Buikema of Davis & Kuelthau.  Dave Laehn was present for discussion of items related to the Street Department.  Melody Schwartz, Rob Porter and Bob Lalie were present for discussion on item 3d.

Item 2.  Discuss suggested modifications to drug & alcohol testing policy for Police Department

No discussion took place.

Item 3.  Alderman Lampe made a motion to go into Executive Session pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) at 4:10 p.m. to:

  1. Bargain with Police Union
  2. Discuss retiree health insurance claim request
  3. Discuss Police Department staffing issues (Admin. Support Manager vacancy)
  4. Negotiate new wage for Welder/Fabricator/Service Technician

Item 4.  Consider a motion to reconvene into Open Session to take action on the Executive Session items

  1. An agreement was reached and will be presented to the union for ratification before appearing before the Common Council.
  2. Alderman Toman made the motion to deny the request to pay the $300 penalty.  Alderman Lampe seconded the motion.  All aye; motion carried.
  3. No discussion took place.
  4. A side letter of agreement was prepared to set the wage range the same as that of Mechanic II.

Alderman Toman made a motion to adjourn the meeting at 11:10 p.m.  Alderman Lampe seconded.  Motion carried.
