Personnel Committee Meeting Minutes

The meeting was called to order at 9:07 a.m.  Committee members present were Alderman Toman and Alderman Lampe.  Also present were City Administrator Patrick DeGrave, Finance Manager RoseAnn Underberg, and Personnel Specialist Marie Pellett.  PHN Supervisor Sue Wojcinski was present for discussion of her items as was Street Supervisor Dave Laehn.

Item 2.  Review and consider tuition reimbursement requests from M. Kressuk

Alderman Lampe made a motion to approve Mike Kressuk’s tuition reimbursement requests under the guidelines of the Fire Union contract.  Alderman Toman seconded the motion.  Motion carried.

Item 3.  Discuss modifications to job description for Welder/Fabricator/Service Technician

City Administrator Pat DeGrave explained to the committee that the position of Welder/Fabricator/Service Technician is new to the Local 133 contract and as such needs to be added to the contract wage scale in the same classification as Mechanic II.  The job description has been modified to put more emphasis on the Welder/Fabricator duties.  Alderman Lampe made a motion to approve the modified job description; seconded by Alderman Toman.  Motion carried.

Item 4.  Discuss and consider replacement for Street Superintendent

Alderman Toman made a motion to approve the job description as a department head level position and authorized the posting and advertisement of the position with a salary range of $55,469-70,000.  Alderman Lampe seconded the motion.  Motion carried.

Item 5.  Discuss position of City Sanitarian

Sue Wojcinski met recently with Greenfield, Greendale and representatives from the state to discuss the status as Agent of the State.  She added that nuisance complaints are not a component of Agent status and typically are an additional expense.  As of now, weights and measures are also an extra expense and are part of the Inspection Department’s budget.  The committee discussed the possibility of imposing a fee to recoup the cost for this service.  A presentation will be made to Council in May on the importance of the duties of Sanitarian.  Sue will invite the Board of Health for that meeting.

Item 6.  Discuss recruitment process for Community Public Health Administrator

Alderman Toman made a motion to approve the modifications to the job description as presented, changing the title from Community Public Health Administrator to Community Public Health Officer, with a minimum of 3 years experience, requiring a lifting capacity of 25 pounds, as a department head level position and authorizing the posting and advertisement of the position with a salary range of $55,469-67,922.  Alderman Lampe seconded the motion.  Motion carried.  External comparables will be reviewed prior to negotiating with a particular individual for the position.

Item 8.  Alderman Lampe made a motion to go into Executive Session pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) at 10:37 a.m. for:

  1. Discuss side letter of agreement with Local 133
  2. Discuss Police Department staffing issues (Admin. Support Manager vacancy/Dispatch Supervisor acting pay)
  3. Discuss acting pay for Street Department Management
  4. Discuss 2006 Non-union salary ordinance

Item 9.  Consider a motion to reconvene into Open Session to take action on the Executive Session items

  1. Alderman Lampe made a motion to recommend that the side letter, as presented, be recommended for approval by Council.  Alderman Toman seconded.  Motion carried.
  2. No discussion took place.
  3. Alderman Lampe made a motion to recommend Council approval of a salary ordinance for the Street Supervisor’s temporary salary increase retroactive to the Superintendent’s retirement date.
  4. Sue presented a proposal for a 3-tiered wage scale for Public Health Nurses.  Alderman Lampe made a motion to approve the 3-step plan ($23.75 at 5 years, $22.25 at 3 years and $19.50 for new hires) for 2006.   Alderman Lampe made a motion to recommend Council approval of a 3.25% increase across the board for all non-union employees retroactive to 1/1/06, to move the ranges up by 3.25 for all positions that are at the top of their range and to include the respective HRA language to all sections regarding insurance contributions.  Alderman Toman seconded the motion.  Motion carried.  A separate council report will be presented to recommend conducting a comprehensive study of non-union wages.  The committee also recommended that the Council direct the City Administrator to do a comprehensive review to look at vacation benefits for all employees.

Alderman Toman made a motion to adjourn the meeting at noon.  Alderman Lampe seconded.  Motion carried.
