Personnel Committee Meeting Minutes – as amended

Wednesday, March 22, 2006

 

The meeting was called to order at 9:40 a.m.  Committee members present were Alderman Toman and Alderman Lampe.  Also present were City Administrator Patrick DeGrave, Finance Manager RoseAnn Underberg, Fire Chief Brian Satula, Police Chief Tom Bauer, City Engineer Wayne St. John, City Clerk Beverly Buretta, Personnel Specialist Marie Pellett, Rob Buikema of Davis and Kuelthau.  City Treasurer Barb Guckenberger was present for the discussion of item 2.

Item 2.  Consider a request for personnel replacements in the City Clerk & City Treasurer Departments

Alderman Lampe made a motion to approve the request for the replacement of two part time employees.  The funds have been budgeted and the process does not need Council approval.  Alderman Toman seconded the motion.  Motion carried.

Item 3.  Discuss tuition reimbursement reconsideration request by Sam Lenda

Alderman Toman made the motion to approve the requests as long as they are within the confines of the labor contract.  Alderman Lampe seconded the motion.  Motion carried.

Item 4.  Discuss and consider replacement for Street Superintendent

The current Street Superintendent is retiring as of April 7.  No action was taken at this time.

Item 5.  Discuss position of City Sanitarian

No discussion took place.

Item 6.  Discuss Health Department staffing issues

No discussion took place.

Item 7.  Discuss pay for prep time at Police Department

Clarification was made that all time worked by hourly employees must be paid, whether it’s 6 minutes prior to/following the shift or 15 minutes.

Item 8.  Discussion on Planner/Zoning Administrator position

Alderman Lampe made a motion to change the job title from Planner/Zoning Administrator to Zoning Administrator/Planner and recommend that Council approval of the position be sought before advertising for the position and shifting the funds from Engineering to Community Development.  Alderman Toman seconded the motion.  Motion carried.

Item 9.  The Committee may consider a motion to go into Executive Session pursuant to Wisconsin State Statutes Section 19.85(1)(c ) and (e) for:

  1. Mediation with Local 1848 (Fire)
  2. Discussion of Police Department staffing issues (Admin. Support Manager vacancy/Dispatch Supervisor acting pay)
  3. Discussion on acting pay for Street Department Management
  4. Discussion on non-represented Fire Department benefits

Alderman Lampe made a motion to enter Executive Session at 9:40 a.m.; Alderman Toman seconded.  Motion carried.

  1. A tentative agreement was reached.
  2. The committee will recommend Council approval to provide acting pay to the Dispatch Supervisor at 10% above the current wage retroactive to 1/1/06.  The Administrative Support Bureau Manager vacancy will be brought back to the committee with suggestions for changes to the job description and wage range.
  3. The committee recommended appointing Mike Lampe as temporary Acting Assistant Supervisor for all hours worked, until further notice.  The job description for the Street Superintendent will be reviewed with suggested changes for the next meeting and additional review of the recruitment process.
  4. A list of non-represented employees by seniority and a salary ordinance will be prepared for the next meeting.

Item 10.  Consider a motion to reconvene into Open Session to take action on the Executive Session items

Alderman Lampe made a motion to adjourn the meeting at 6:59 p.m.  Alderman Toman seconded.  Motion carried.
