Personnel Committee Meeting Minutes – as amended

Tuesday, February 16, 2006

The meeting was called to order at 4:05 p.m.  Committee members present were Alderman Toman and Alderman Lampe.  Also present was City Administrator Patrick DeGrave, City Engineer Wayne St. John, Finance Manager RoseAnn Underberg, Personnel Specialist Marie Pellett, and Rob Buikema of Davis & Kuelthau.  Staff present during sections of the meeting:  City Librarian Ross Talis, Public Health Nurse Supervisor Sue Wojcinski, Parks, Recreation and Forestry Director Doug Schachtner, and Community Development Director Doug Seymour.

Item 2.  Review and approve minutes from previous meetings.

Alderman Toman made a motion to approve the minutes of January 10, January 23, and January 26.  Alderman Lampe seconded the motion.  On a roll call vote, all voted aye.

Item 3.  Review and consider tuition reimbursement requests

No requests were submitted for consideration.

Item 4.  Alderman Lampe made a motion to enter Executive Session at 10:04 a.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) for:

  1. Discuss Fire grievances regarding health insurance network change
  2. Discuss bargaining strategies
  3. Discussion on wages and benefits for non-union employees for 2006

Alderman Toman seconded the motion.  On roll call:  Alderman Toman aye, Alderman Lampe aye.

Item 5.  Alderman Toman, seconded by Alderman Lampe, made a motion to reconvene into Open Session at 11:30 a.m.  Alderman Toman aye, Alderman Lampe aye.

Motion carried.

  3. An outside consultant will be sought to conduct a wage study and benefit comparison.

Item 6.  Discuss tardiness and attendance policies

The City Administrator will bring a draft policy to the next meeting for review that will apply to all hourly employees.

Item 7.  Discuss structure of Health Department

Sue Wojcinski explained that the potential vacancy of the Community Public Health Administrator position will not be resolved until June.  There is currently one Public Health Nurse position vacancy now for 700 hours and another may be resigning in 2006.  We also need a City Sanitarian.  The contract with the school district for 1,000 hours will soon be ending.  Alderman Lampe suggested that the Sanitarian position be created in the Health Department with the hours becoming available.  The Committee directed Sue to create a job description and proceed to fill the part time position of Sanitarian.

Item 8.  Consider staffing request from Engineering/Community Development departments

Alderman Lampe made a motion directing Doug Seymour to create a job description and present it to Council for approval.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 9.  Consider staffing request from Library

A request was made to fill a vacancy that will develop at the end of March as the result of a retirement.  The position will be for approximately 10 hours per week or 600 hours per year with a starting salary of $6.55 per hour.  Funds are available in the 2006 library budget.  Alderman Toman made a motion to approve the request; Alderman Lampe seconded.  All aye; motion passed.

Item 10.  Discuss request for health insurance premium reimbursement

The request was denied.

Item 11.  Discuss policy regarding CDL-holding employees

The committee will consist of the City Administrator, the Personnel Committee and two employees.  No action was taken.

Alderman Toman made a motion to adjourn the meeting at 12:20 p.m.  Alderman Lampe seconded the motion.  All aye; motion carried.
