Personnel Committee Meeting Minutes

November 14, 2006 12:00 p.m.

Committee members present:  Ann Lampe, Mike Toman, Tom Michalski

Also Present:  Patrick DeGrave, Administrator - Rose Ann Underberg, Finance Director - Chief Bauer, Police Dept. - Chief Satula, Fire Dept - Wayne St. John, City Engineer - Dan Nowak, Inspection Supervisor - Judy Price, Public Health Director

The meeting was called to order at 12:00 p.m.

Item No. 2 – Minutes from September 28, 2006.

Item No. 3 – Call-in Pay for Inspection Department.  Inspection Supervisor Dan Nowak was present to discuss call-in pay.  The City wage ordinance indicates the Inspection Department follows the Local 133 contract for benefit provisions.  The contract notes a three-hour minimum for call-in pay.  The inspectors have been paid for two hours of call in pay.  They believe the two-hour pay is incorrect and the language of the Local 133 contract and 2006 wage ordinance needs to be review and clarified.

Motion to follow the Local 133 contract and pay three hours of minimum time for Inspectors called in to duty after hours:  To pay the difference of two-hours and three-hours retroactively to January 1, 2006: for staff to review the invoicing policy to assure all costs associated with an after-hour pole knock down are invoiced to the responsible driver.  Lampe

Item No. 4 – Consider replace of police/fire dispatcher.  Chief Bauer was present to request permission to fill a vacancy in the dispatcher ranks.

Item No. 5 – Consider starting wage for Emergency Services Dispatch Supervisor.  Chief Bauer was present to request a start salary for the new Emergency Services Dispatch Supervisor be recommended to the Council at $51,605.  After review and discussion the Committee opted for….

Motion to recommend to the Common Council a starting salary of $49,500 for the new second shift position:  Additional management training included as a condition of employment.  Lampe

Item No. 6 – Review Sanitarian job description.  Judy Price was present to discuss the draft job description for the new Sanitarian position.  After review and discussion…

Item No. 7 – Police Supervisor tuition reimbursement.  Chief Bauer was present to discuss the requests received by his office for tuition reimbursement for graduate work undertaken by two police lieutenants.  The subject was discussed during budget deliberation and the administrator was directed to incorporate a tuition reimbursement policy for non-represented positions into the new personnel manual.  After discussion the Committee felt the matter can be accelerated and drafted independent of the personnel manual and then incorporated later.  The Administrator will notify Rob Buikema and Susan Love to begin working on a draft.

Item No. 8 – Replace police officers.  Chief Bauer was present to ask the Committee for permission to fill two vacancies in the police officer rank and file.  The vacancies were created by a recent resignation and one recent dismissal.

Items No. 9 & 10 – Discuss fire department reorganization and staffing issue.  Chief Satula was present to discuss this issue.  The request mirrored the request made to the full Common Council during budget deliberations.  At that time the Council asked Alderman Michalski and Administrator DeGrave to meet with Chief Satula and his staff to study the issues, needs and costs and return to the Council with a recommendation.  Based on Council direction, further discussion at the Committee level is premature.  The matter will continue to be studied per Council direction.

The Committee did discuss the vacant Captain position and when it could be, or should be filled.  Under the circumstances, the Committee felt the position should not be filled permanently until the study group finalizes their recommendations and the Council approves specific action.
