BOARD OF HEALTH

November 8, 2006 @ 4:30 P.M.

  1. Roll Call: Called to Order by J. Price at 4:36 PM.
  2. Approval of Minutes – October 11, 2006, meeting. Motion by S. Schneider, seconded by Dr. D’Amico: approved as written.
  3. Correspondence – None
  4. Health Officer’s Report: October Monthly Report.  W. Kopplin questioned the meaning of the “environmental complaints” and “consultation” on the Health Officer’s report; will get back to him with the answer.
  5. City Sanitarian Report – Activities include: Joint visit with J. DeVita, J. Price, Health Officer, Henry Nehls-Lowe, Epidemiologist at the Division of Public Health, Rob Thiboldeaux, Toxicologist at the Division of Public Health and Eric Amadi, Department of Natural Resources, to inspect the property of the Peter Cooper,  the Hynite, Wabash Alloys and Allis-Chalmers/DuPont area.  It was explained that there is easy access to some of these properties that are a danger to children and should be secured.          
  6. Medical Advisor Report – Dr. D’Amico questioned if there was an increase in chicken pox reporting; nothing noted by the health department.  Informed the Board that when a child calls into the school with chicken pox, the parents are told to call the health department, and then in turn the health department reports this to the State.
  7. Council Representative Report – Discussion at the Council level related to fulltime vs. part-time sanitarian position.  Draft of the Sanitarian Job Description was in the Board’s packet.  Board member M. Zabkowicz who is a Registered Sanitarian (RS) stated that the job description looked good and that there would be enough work for the RS to fill a fulltime position.
  8. Old Business
    1. Elect Chairman of the Board – Motion was made to elect Wally Kopplin to become the chairman of the Board of Health.  Motion by Ald. B. Kopplin, seconded by S. Schneider, all approved.
    2. Repeal and Recreate Chapter 3 Section 3.40 (c) (15) – Motion was by S. Schneider to accept as written below and seconded by Chairman W. Kopplin, all approved:

      Resolution:  Consider to repeal and recreate Chapter 3 Section 3.40 (c) (15) to read as follows:

      Health Department Clinic Fees.  Health Department Fees and Charges shall be established by the Community Public Health Officer according to guidelines adopted by the Board of Health and subject to review by the Board of Health.  A list of the fees and charges will be on file in the Health Department office.  The Community Public Health Officer shall provide a copy of any change to the fees to the City Clerk 15 days prior to the effective date of such change.  The clerk shall provide a copy to the Common Council as soon as practicable.  The fees shall go into effect at the end of the 15 day period unless an Alderman or the Mayor objects in writing in which case the fee change shall be brought before the entire Common Council for consideration and approval. 

      Without objection, the Health Officer will wait with this resolution until there is more to address at the Council level. 

  9. New Business
    1. Sanitarian Job Description -  Motion by Chairman W. Kopplin, seconded by M. Zabkowicz to accept the Sanitarian Job Description as written, all approved (copy attached). 
    2. Sanitarian License Fees – a spreadsheet was in October’s packet and a copy of Milwaukee’s license fee structure was included in November’s packet of information.  This was for informational purposes only and to be discussed at a later date.
    3. Wisconsin Department of Agriculture, Trade & Consumer Protection (WDATCP) – a list of establishments covered under the WDATCP and their fee structure enclosed in packet for informational purposes only.  Will be discussed at a later date.
    4. Consolidated Grants
      1. Maternal Child Health – allocation from State per grant $6,951
      2. Preparedness CDC – allocation from State per grant $19,800
      3. Prevention – allocation from State per grant $3,880
    5. Preparedness – Cities Readiness – allocation from State per grant $4,831
    6. Preparedness – Pandemic Influenza – allocation from State per grant $14,429
    7. Children and Youth with Special Health Care Needs –new grant for the Health Department – allocation $2,150
  10. Next Meeting: December 13. 2006 @ 4:30 PM or at call of chair.
  11. Adjournment. Motion by B. Kopplin, seconded by Dr. M. D’Amico, approved to adjourn at 5:55 PM.
