- Roll Call: Called to Order by J. Price at 4:37 PM.

- Excused:
- Approval of Minutes – September 13, 2006, meeting. Motion by B. Kopplin, seconded by S. Schneider, and approved as written.
- Correspondence – By-Laws for review.
- Health Officer’s Report: as submitted – clarification, 3 TB cases for follow-up.
- City Sanitarian Report – Activities include:
- Follow-up at several restaurants.
- Concerns regarding well water at facility resolved; issues were RIT sampling technique.
- Concern re litter at side; staff completing daily inspections.
- Medical Advisor Report – no report.
- Council Representative Report – Sanitarian position approved at October 10, 2006 meeting.
- Old Business
- Elect Chairman of the Board – item tabled until November; excused member volunteered for position.
- New Business
- Resolution to Support Smoke-Free Work Sites – discussion of implications: identified that signature indicates only that the Board supports the concept for the Wisconsin Legislature to strengthen state legislation or regulation to enhance the overall health of Wisconsin residents. Motion for Dr. D’Amico to sign the resolution made by S. Schneider, seconded by J. Price; all approved.
- Removal of Immunization Fee Schedule from Ordinance – discussion of implications to tie charges to cost of vaccines/ react to market changes in a timely manner. Resolution to be written by Judi Price after consultation with Clerk’s office. Motion for approval by B. Kopplin, seconded by M. Zabkowicz; all approved.
- Agent Status Update – informational only.
- Budget Update – informational only.
- Next Meeting: November 8, 2006, @ 4:30PM or at call of chair.
- Adjournment. Motion by Dr. D’Amico, seconded by M. Zabkowicz, and approved to adjourn at 5:43 PM.

Resolution: Consider to repeal and recreate Chapter 3 Section 3.40 (c) (15) to read as follows:
Health Department Clinic Fees. Health Department Fees and Charges shall be established by the Community Public Health Officer according to guidelines adopted by the Board of Health and subject to review by the Board of Health. A list of the fees and charges will be on file in the Health Department office. The Community Public Health Officer shall provide a copy of any change to the fees to the City Clerk 15 days prior to the effective date of such change. The clerk shall provide a copy to the Common Council as soon as practicable. The fees shall go into effect at the end of the 15 days period unless an Alderman or the Mayor objects in writing in which case the fee change shall be brought before the entire Common Council for consideration and approval.
