Proceedings, Special Common Council Meeting

Monday, June 20, 2005, at 6:30 P.M.

            This meeting was called to order at 6:35 p.m. by Mayor Bolender.  Present were:  Ald. Kopplin, Ald. Foeckler, Ald. Lampe, Ald. Toman, Ald. Grabowski, Ald. Jonas, City Attorney Lawrence Haskin, and Deputy City Clerk Pam Bauer.

1.         The council discussed the following relating to the position of City Administrator as recommended by the Personnel Committee at their 6/9/05 meeting and action was taken as indicated after each sub-item (a transcript of the discussion is available in the City Clerk’s Office).

            a.         Job description

                        Ald. Grabowski, seconded by Ald. Toman, moved to approve the job description as it is currently reflected in the municipal code.  On roll call, the vote was as follows:  Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Lampe, no; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Jonas, no.

            b.         Salary ordinance

                        No formal action was taken; the salary and salary range was left open.

            c.         Comparables

                        No action was taken.

            d.         Interim duties

                        Ald. Toman moved to authorize the Mayor to research through the ICMA the possibilities of hiring an interim City Administrator.  The motion was amended to authorize the Mayor to research the matter and was seconded by Ald. Jonas.  On roll call, the vote was as follows:  Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Lampe, aye; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Jonas, aye.

2.         The Council conducted a review and discussion of proposals for professional services for recruitment of a City Administrator. 

3.         Ald. Lampe, seconded by Ald. Grabowski, moved to request that the City Clerk’s Office staff initiate the formal bid process in the hiring of a professional search committee to fill the position of City Administrator.  On roll call, the vote was as follows:  Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Lampe, aye; Ald. Toman, aye; Ald. Grabowski, aye; and Ald. Jonas, aye.

            Ald. Kopplin, seconded by Ald. Grabowski, moved to adjourn this meeting at 8:50 p.m.  All voted aye; motion carried.
