The January 13, 2005, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:02 PM.
The minutes from the November 8, 2004, meeting was approved on a motion made by Jennifer Wimmer and seconded by Patricia Glatch. All aye; motion carried.
The financial statements and claims for November and December were approved on a motion made by Marianne Dickmann and seconded by Paul Sigler. All aye; motion carried.
2005 BUDGET UPDATE-INFORMATIONAL
The Director reviewed with the Commission the proposed general fund, CIP, CEP and personnel budget items approved and not approved for 2005.
WPRA TICKET PROGRAM-SUMMARY OF TICKET SALES-INFORMATIONAL
The Commission reviewed the Wisconsin Parks & Recreation Association (WPRA) ticket program spread sheet. As the five year spreadsheet indicates, the trend of ticket sales has gone down. WPRA is starting to look for additional new revenue sources.
PROPOSED SKATE PARK UPDATE-INFORMATIONAL
A design committee meeting is scheduled for January 20, 2005, with selected, interested adults; and students from East Middle School, West Middle School and the high school. The committee is hoping to open up the skate park in June after school lets out.
SUMMER PLAYGROUND PROGRAM FEES/REVISIONS FOR 2005-REVIEW & TAKE ACTION
The Department is offering alternatives in the 2005 playground program. There will be an early drop off and late pick up program, camps from 8 AM to 5 PM for $50/week, playground programs at the summer school sites (two 3-week sessions instead of a six week session for $35/session). There also will be a one week program (all day) after summer school ends ($50). This year there will be an evening playground program at the elementary schools twice a week at a cost of $30. The tot lot program is being relocated to Meadowview. Paul Sigler made a motion to approve the fees & charges for the 2005 playground session, seconded by Marianne Dickmann; all aye, motion carried.
FORESTRY UPDATE-INFORMATIONAL
A. The Department is currently developing a woodland preservation ordinance. A rough draft should be available the first part of February.
B. The watershed Initiative Network Grant (WIN) at Abendschein Park was reviewed by the Commission. WIN representatives contacted the department and said that monies are available. Forestry will be resubmitting the grant request. A motion was made by Marianne Dickmann to approve the WIN Grant application and its additions of a prairie grass buffer at Abendschein Park along the drainage way and the Oak Creek, seconded by Patricia Glatch, all aye, motion carried.
C. Urban Forestry Grant for planting 58 trees in the Carollville subdivision and inventory management plan software was approved.
BIKE TRAIL DEVELOPMENT
A. The bike trailhead parking lot at Greenlawn Park was taken to Council and it was approved. The request was sent to the DNR to amend the scope of the original Recreational Trail Grant to include the bike trailhead parking lot.
B. The Common Council approved City participation with Milwaukee County in constructions of the bike trail box culvert under Highway 100 and the Root River bike trail segment from Randy Road to Howell Avenue.
C. WI Energies recreation trail proposal has been put on hold because of power plant litigation. Linda Sodemann of WE Energies would like to take the agreement to Council in June.
PARK DEVELOPMENT
* The Commission reviewed the South Hills park site plan. The Director attended a Traffic & Safety meeting and asked them to eliminate the no parking restrictions on the west side of 22nd street in front of the park. The excavation and restoration including the sledding hill is completed.
* Camelot Park-Alderperson Betty Kopplin and the Director will be discussing the final park design with the Director. The Director wants to bid out the development of the South Hills Park and Camelot Park together.
* Riverton Meadows-Alderperson Ann Lampe would like a shelter built in this parksite.
* The Memorandum of Understanding (10 year agreement) between the School District and the City of Oak Creek regarding outdoor facilities was approved by the Common Council and School District
HENRY MILLER PARK PAVILION RENTAL POLICY/FACILITIES USE INFORMATION-INFORMATIONAL
Daily rental fees for service organizations such as Girl Scouts and Boys Scouts were discussed. The Department intends to permit service organizations to use the pavilion Monday-Friday at noon, at no charge; but from Friday noon and weekends will pay full rental and the requests will be monitored for 2005. Marianne Dickmann made a motion, seconded by Patricia Glatch to approve the fees and charges as stated. All aye, motion carried.
RECREATION PROGRAMS-PRELIMINARY REPORT ON WINTER PROGRAMS
The recreation program report was included in the Commission packet. There was no discussion on the report.
