MINUTES OF THE
TUESDAY, JANUARY 11, 2005
Mayor Bolender called the meeting to order at 7:00 p.m. The following Commissioners were present at roll call: Commissioner Dickmann, Commissioner Jackson, Commissioner Rolling, Commissioner Siira, Mayor Bolender, Commissioner Kopplin, Commissioners Foeckler, Peterson and Correll were excused. Also present were Director of Community Development Douglas Seymour, Planner Jeff Fortin and Assistant Fire Chief George Krudop.
Commissioner Siira motioned to approve the minutes of the December 14, 2004 Plan Commission meeting. Commissioner Dickmann seconds. Roll call, all voted aye. Motion carries.
Report on Significant Common Council Actions
Mr. Fortin updated the Commissioners on the actions that were taken at the December 21, 2004 and January 4, 2005 Common Council meetings.
No comments or concerns from the Commission.
Commissioner Foeckler arrived at 7:10 p.m.
Plan Review – PDQ Gas Station, Car Wash & Convenience Store
6300 S. 27th Street

Mr. Fortin explained to the Commission that the applicant was returning from the November 23, 2004, Plan Commission meeting where the Plan Commission approved the footings and foundations for the buildings, but requested that the applicant revise the site plan to remove the monument sign from the 50’ vision triangle. The applicant has revised the plan to accommodate the required vision triangle.
Commissioner Dickmann expressed dislike for the red lettering on the electronic reader board signs.
Mr. Fortin explained to the Commission the applicant could not be present at the meeting but left material samples for the Commission to view. He also pointed out to the Commission that the brick material was a very close match to the existing Pick n’ Save development. In addition he showed the monument sign to the Commission that would be PDQ’s preferred option.
Commissioner Siira questioned if the red lettering was removed from the sign would there be a problem with the red background because it looks to be the corporate color. Mr. Fortin stated the issue with the red was the changing of the message board. The amber color would address the concerns of the intersection.
Commissioner Kopplin questioned if the sign would have to come back to the Commission if they decided to change the sign. Mr. Fortin stated any changes to the sign would be reviewed by the Inspection Department. PDQ wanted to give you an idea of what they were thinking about and get any comments.
Mayor Bolender requested that Plan Commission review the final signage for the development.
Commissioner Jackson suggested that PDQ go to WISDOT and Milwaukee County and try and get a determination as to whether or not the median pass will in fact exist in the future or will be changed by the Highway Department. Mr. Fortin will inform PDQ that they should check and see what the future holds for the medians.
Mr. Fortin stated PDQ had expressed willingness to return to the Plan Commission with any signs if the Commission desired. Commissioner Kopplin and Mayor Bolender requested that the signs do return to the Commission for review.
Commissioner Siira motioned that the Commission approve the site and building plans for the property at 6300 S. 27th Street subject to the following conditions:
1. The final grading plan be approved by the Engineering Department prior to the issuance of building permits.
2. That the lighting plan be approved by the Electrical Inspector prior to the issuance of building permits.
3. That the applicant eliminates the sign on the west elevation of the car wash.
4. That the final monument sign design not use red lettering on the electronic message board.
5. That the final monument sign be approved by the Plan Commission.
Commissioner Rolling seconds.
Commissioner Dickmann questioned if it should be a condition that PDQ check with WISDOT regarding the medians. Mr. Fortin will handle the issue.
Commissioner Dickmann requested that all red lettering on the sign be the amber color instead of the red including the gas prices.

Final Plat – Genevieve’s Garden
2021 E. Drexel Avenue

Mr. Fortin explained to the Commission that this subdivision will create 19 lots in the Rs-1, Single Family Residential zoning district. The final plat substantially conforms to the preliminary plat. The public improvements have been certified as complete by the Engineering Department, the Streets Department, and the Water and Sewer Utility.
Commissioner Jackson noted that the official map should reflect the official street map and have a street dedication. Mr. Fortin spoke with Mr. Helding and the issue is being taken care of.
Mr. John Greco, 2121 E. Oak Ridge Lane, expressed concerns about street lights and the direction of water flow for the project. Additional landscaping was promised at the entrance of Drexel and Highland Meadows and was not done.
Commissioner Jackson stated the stormwater that is collected by the catch basin is directed to the south and southwest and ends up in the stormwater detention pond. Mr. Greco explained that the water in the storm sewer drains that way but not all the water is going to reach the catch basins from the north side of the street.
Mayor Bolender questioned if the grading plan addressed the issues being brought up at this time. Commissioner Jackson stated all the drainage from the subdivision is picked up and the lots are directed to go to the curb and the water runs in the curb and the catch basins collect the water. Mr. Greco expressed concern for there not being a catch basin on the north side of the street.
Commissioner Jackson asked where the water from the existing subdivision ran. Mr. Greco explained that the water runs to the east at a 1% grade. Commissioner Jackson stated he was not aware of any problem, at least that arose during construction, that were not adequately taking care of the drainage from the subdivision. If there is a problem it will be looked at and corrected.
Mayor Bolender suggested the problem be looked at before final approval. The number of streets lights was taken down to the minimum.
Mr. Greco again brought up the issue about the landscaping at the entrance to his subdivision on Drexel. Mayor Bolender explained grass could not be planted in November and the issue would be addressed as part of the general plan.
Mayor Bolender stated the developer would complete the requirements for development when the weather permits. The number of street lights were addressed and knocked down to the minimum.
Commissioner Jackson explained that ditch sections subdivisions have been eliminated and Section B requires curb and gutter and street lights versus ditches and yard lights. The entrance to the subdivision was not off of Drexel. At one point and time the entrance to the subdivision was going to be off of Drexel and that got removed. There is no landscaping required for this subdivision off of Drexel. Mr. Greco explained that the developer said he would take care of the entrance to there subdivision with landscaping. Commissioner Foeckler remembered it being discussed but could not remember if it was a requirement.
Mr. Daniel Neider, 7532 Nicholson Road, Caledonia, co-owner of development, stated they would be happy to landscape the entryway. It was offered to be landscaped in exchange for access for the construction equipment. Ultimately, it was determined to use the narrow strip of land from Drexel so as not to disturb the neighborhood with equipment. They would still be happy to do the landscaping at this point.
Mayor Bolender stated it would be a requirement to do the landscaping appropriately.
Mr. Tom Sprague, 2201 E. Oak Ridge Lane, explained that in his mind the developer had gone out of there way to not be a problem to the existing neighbors with this development. The problem he had was that the Common Council changed the plan and approved a different plan then was approved by the Plan Commission.
Commissioner Kopplin explained that the Common Council does have the authority to change the recommendation from the Plan Commission.
Commissioner Dickmann motioned that the Plan Commission recommend to the Common Council that the final plat for Genevieve’s Garden subdivision be approved subject to any technical corrections being made prior to recording.
Commissioner Siira seconds. Roll call, all voted aye. Motion carries.
Certified Survey Map – Ray and Elizabeth Silkworth
10530 S. Chicago Road

Mr. Fortin explained to the Commission that the applicant was requesting approval of a Certified Survey Map for the property at 10530 S. Chicago Road. The proposal would divide the parcel into three lots, each of which is over a half-acre in size. The Wisconsin Department of Transportation has indicated that they would allow the necessary driveways to serve this land division.
Commissioner Kopplin motioned that the Plan Commission recommend to the Common Council that the certified survey map for the property at 10530 S. Chicago Road be approved subject to the following conditions:
1. That any technical corrections be completed prior to recording of the map.
2. That a grading plan be approved by the Engineering Department prior to Common Council approval.

Mr. Fortin explained that this item would not be discussed at this time because it was withdrawn by staff before the meeting.
Plan Presentation – 27th Street Corridor Plan
Mr. Seymour presented the 27th Street Corridor Plan to the Plan Commission.
