The September 9, 2004, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:06 PM.
The minutes from the June 17, 2004, meeting was approved on a motion made by Greg Lampe and seconded by Jennifer Wimmer. All aye; motion carried.
The financial statements and claims for June and July were approved on a motion made by Marianne Dickmann and seconded by Greg Lampe. All aye; motion carried.
“THE BENEFITS OF PARKS & RECREATION”- REVIEW HANDOUT
The Director distributed, “The Benefits of Parks & Recreation”, Power Point presentation print out to commission members for review. The Commission thought the presentation summarized many of the quality of life benefits that the Oak Creek Parks, Recreation & Forestry Department offers the community. The Director will be forwarding the presentation print out to the Mayor, Common Council and City Administrator.
SKATE PARK UPDATE-INFORMATIONAL
The Director has asked Gerber Leisure Products to do a phased-in design for bikes, skateboards and inline skating areas for beginner, intermediate and advanced. The intent, once we get the designs, is to go to the middle schools and get the students involved in the design process. The Director has included the skate park development in his 2005 C.I.P. Budget proposal.
AUGUST OBJECTIVES PROGRESS REPORT: REVIEW
A copy of the 2004 Parks, Recreation & Forestry Department’s Objectives Progress Report was sent to the Commission for their review. This summer our program registration increased by almost 1,000 participants over last summer. The total of 6,489 participants represents 21% of the population. Our goal is to accommodate 10% of the population. In the past year, the Department was unable to provide programming for 445 persons on our waiting lists due to lack of facility space, budget and personnel constraints.
2005 PROPOSED BUDGET, PROPOSED C.I.P/C.E.P., GENERAL FUND BUDGET, APPROVE FEES & CHARGES: REVIEW
The Director reviewed the 2005 Proposed C.I.P./C.E.P., General Fund Budget and Fees & Charges with the commission. The 2005 proposed budget will be forwarded to the City Administrator with no changes.
Dan Jahn made a motion to approve the 2005 Fees & Charges Schedule with the addition of the weekly playground camp fee to the Fees & Charges Schedule, seconded by Dickmann. All aye, motion carried.
FORESTRY UPDATE
Additional Streets & Parks tree planting will take place this fall along with a few tree stump removals.
RECREATION PROGRAM REPORT
No report
PARK DEVELOPMENT-UPDATE ON 2004 PROJECTS-INFORMATIONAL:
Scanlan Park-The school district hopes to open the doors to the new Deer Field Elementary School in September 2005. The Commission reviewed the proposed site plan. Park facilities the school district will be developing on the site include basketball standards and asphalt play area, play structure/swings area, ballfield and open field play area, and a recreational trail along the periphery of the school site.
Shepard Hills Lighted Ball Diamond-Parks staff will be renovating the ball diamond infield this fall.
Abendschein Park–South Milwaukee will again be using the soccer field for their junior varsity boy’s soccer team games this fall. This field was top-dressed, seeded, and sprayed for weeds this past spring/summer.
COMMUNICATIONS DISTRIBUTED:
a. Basketball unit, thank you letter from West Middle School. The commission acknowledged the thank you letter from West Middle School Principal Donald Kreuser for the donation of a basketball standard to the school.
