CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Thursday, June 17, 2004

Present: Janet Fluegel, Dan Jahn, Patricia Glatch, Marianne Dickmann, Greg Lampe, Jennifer Wimmer & Paul Sigler

Absent: Alderperson Anne Lampe

In attendance:  Mary Jane Trate, Recreation Supervisor, Sandra Herte, and Jim Schultz, summer recreation assistant.

The meeting was held at Henry Miller Park Pavilion, 315 E Groveland, Oak Creek.  The meeting was called to order at 5:50 PM.

Chairperson recognized Sandra Herte for her term on the Commission (January 1991 to June 2004) and presented her with a plaque.  Secretary Marianne Dickmann read the proclamation for years of service plaque to those in attendance.

The minutes from the May 13, 2004, meeting was approved on a motion made by Greg Lampe and seconded by Jennifer Wimmer. All aye; motion carried.

The financial statements and claims for May were approved on a motion made by Marianne Dickmann and seconded by Greg Lampe. All aye; motion carried.

ELECTION OF PARKS, RECREATION & FORESTRY COMMISSION OFFICERS

Based on unanimous vote Janet Fluegel was elected to serve as the chairperson and Marianne Dickmann for secretary for the June 2004 to June 2005 term.

PROPOSAL BY ALDERMAN STEPHEN JONAS TO SELL THE CURRENT SOUTH HILLS PLAYGROUND SITE AND USE THE PROCEEDS TO HELP DEVELOP THE NEW SOUTH HILLS PARK SITE LOCATED AT 9299 S. 22ND STREET-REVIEW & TAKE ACTION

Marianne Dickmann made a motion that the Commission supports and approves the proposal made by Alderman Stephen Jonas to sell the existing playground lots and use the funds for development of the new park with the stipulation that the new park site be developed within one year of the sell of the existing playground.  Seconded by Greg Lampe.  All aye, motion carried.

SKATE PARK UPDATE-INFORMATIONAL

The chairpersons of the Skate Park committee and the Director will be going to Winthrop Skate Park in Illinois to look at their set up and equipment.  The committee is also researching whether the use of bikes on the skate park equipment can cause costly damage to the surface and equipment.

JULY/AUGUST MEETING DATES-REVIEW & TAKE ACTION

Paul Sigler made a motion that only on an emergency basis the commission would have a July or August meeting.  Seconded by Marianne Dickmann.  All aye, motion carried.

FORESTRY UPDATE

a. Gypsy Moth Spraying was completed and very successful at Miller Park and near the two block spray area (South McGraw Drive and East Oak Lane)

b. Tree planting finished for the spring. 166 trees were planted.  Additional tree planting will take place in the fall.

PARKS UPDATE-REVIEW 2004 C.E.P./C.I.P. PROJECTS-INFORMATIONAL:.

The Director informed the commission that Alderperson Grabowski wants the commission to be aware of the Shepard Hills detention pond and adjacent 6 acre open space (to the north of the pond) located north of the Quail Run subdivision.  She would like this area to remain green space and/or developed into some type of park type facility rather than residential development.  Some thoughts would be an arboretum, prairie grass area, botanical garden type area or a possible fishing pond as it is 10 feet deep.  Once the Common Council determines what they want to do with this area, this can come back to the commission for discussion.

RECREATION PROGRAM REPORT

The recreation supervisor informed the commission that 2,973 people are registered at the last count for the summer programming. Almost 400 of the registrants are in Youthball program and playground camps have really increased as well as the summer school locations.  The drop-in program site locations are slow.  We have already added 7 additional summer camps at Edgewood school and have the original 7 at Henry Miller Park Pavilion.  The Teen Adventure program is coming along slow but the program doesn’t begin until July. 

FACILITY RESERVATION REQUESTS-REVIEW & TAKE ACTION

Oak Creek Legion Fest Softball Tournament over 4th of July.  Paul Sigler made a motion to approve the softball tournament, waive the fees and charge, obtain copies of their insurance coverage and get a signed copy of our risk management policy.  Seconded by Greg Lampe.  All aye, motion carried.
