Personnel Committee Meeting Minutes

Tuesday, June 29, 2004

The meeting was called to order at 8:05 a.m.  Committee members present were:  Ann Lampe, Betty Kopplin and Mike Toman.  Also present was RoseAnn Underberg, Mayor Dick Bolender, Debbie Schier, Doug Schachtner, Ross Talis, Jerry Hammernik, Steve Wilding, and Marie Pellett.  Rob Buikema of Davis & Kuelthau arrived at 9:00 a.m.  Bob Pechanach of the WPPA, Robert Carter, Dan Siettmann and Tom Bauer arrived at 9:10 a.m.  JoAnn Stencel arrived at 9:45 a.m.

Item 2.  Review and consider approval of minutes from previous meetings

Alderman Kopplin made a motion to approve the minutes of May 6th.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 3.  Review and consider tuition reimbursement request

Alderman Lampe made a motion to approve the request of Becky Leigh contingent upon verification that Ashworth college is accredited by the Department of Education.  Alderman Kopplin seconded the motion.  All aye; motion carried.

Item 4.  Consider request to discontinue tracking time spent on Wellness by employees

Alderman Kopplin questioned whether too many activities were being offered and indicated she feels that people should take responsibility for their own health.  The committee agreed that the question may arise again in the future as to how much time is spent on wellness activities and that tracking time should continue.  An additional code will be created so that wellness team time can be tracked separately from wellness activity time.  Department heads will be informed that the new project code number should be used whenever employees participate in wellness activities during paid work time.

Item 5.  Discuss Sections 3.1 - 3.7 of Work Rules and enforcement

No discussion took place.

Item 6.  Discuss a change in light duty assignments in the Fire Department

Although a light duty assignment does not happen often at the Fire Department, the question came up about how to calculate a mid-week switch from 56 to 40 hours.  Light duty currently only takes place if the employee can work a full calendar week and upon a physician's approval with consideration of restrictions.  If two employees could potentially be on light duty, priority is given to a duty injury with consideration of what the employee is physically capable of.  Alderman Lampe suggested documenting when light duty is accommodated.  The Chief and the union will look at all of the possibilities and variables and consult with CVMIC and will run the options through RoseAnn before returning to the Personnel Committee with additional recommendations.

Item 7.  Discuss hiring 3 firefighters as provided for in the 2004 budget

The 2004 budget included the hire of three firefighters on July 1st before the paramedic training was scheduled to start.  The question of funding the additional hires into future years was discussed.  Paramedic class is only offered once per year - September through May and time is running short on having the new hires in place before sending additional staff on for paramedic training, which is imperative.  For 2005, the new hires would not affect expenditure restraint calculations by 100%, since 75% of the cost goes toward the EMS fund, not the general fund.

Alderman Kopplin made a motion to recommend the hire of the three additional firefighters as incorporated in the 2004 budget.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 8.  Consider possible structure change at Police Department regarding dispatch area

The command staff of the Police and Fire Departments have been meeting regularly.  JoAnn indicated that she does not want more responsibility.  Tom indicated that we would need to improve our CAD system and hire a supervisor for the dispatch area if we were to consider joint dispatching with other communities.

Item 9.  Review and consider modifications to Resolution No. 10287-100703 regarding the review and authorization process for hiring and promotions

After a brief discussion, the committee decided not to recommend any changes to the resolution.

Item 10.  Consider request to fill part time Park Laborer position

Doug Schachtner explained that on May 21st the Park Laborer left for a full time job.  He requested approval to fill the 1,200 hour per year position.  Alderman Lampe made a motion to recommend to Council that the position be filled.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 11.  Consider request to fill part time Library Aide position

Ross Talis explained that the summer programs are going strong now and with vacations coming up, he would like to fill this 1,300 hour per year replacement position.  Alderman Kopplin made a motion to recommend to Council that the position be filled.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 12.  Consider request to fill part time Public Health Nurse vacancy

Debbie Schier indicated that this replacement is needed due to bioterrorism activities, Pertussis follow-up, and vacation fill-ins.  The salary range is currently $17.50-21.65.  Debbie expected to offer this position at approximately $18.50 per hour.  Alderman Kopplin made a motion to recommend to Council that the position be filled.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 13.  Alderman Kopplin made a motion to enter Executive Session at 9:10 a.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) to hear the Police Association grievance on tuition reimbursement.  Alderman Lampe seconded the motion.  All aye.

Item 14.  Alderman Kopplin, seconded by Alderman Lampe, made a motion to reconvene into Open Session at 9:23 a.m.  All aye; motion carried.  Alderman Kopplin made a motion to deny the grievance.  Alderman Lampe seconded the motion.  All aye; motion carried.

Item 15.  Discuss the appropriate timing and amount of pay increases to be given to part-time employees within a salary range.

The Committee will look into this issue further and requested that department heads provide the committee with the process that they have used in giving raises to part time staff for the past five years.
