PROCEEDINGS, SPECIAL COMMON COUNCIL MEETING

THURSDAY, JUNE 24, 2004, 6:45 P.M.

CITY OF OAK CREEK

MILWAUKEE COUNTY

            The Pledge of Allegiance was said by all present.

Mayor Bolender called the meeting to order at 6:45 p.m.  On roll call, the following aldermen were present:  Ald. Kopplin, Ald. Lampe, Ald. Toman, Ald. Grabowski, and Ald. Jonas.  Ald. Foeckler was excused.  Also present were:  City Attorney Lawrence Haskin, GIS Coordinator Leslie Flynn, Mark Link of Cole-Layer-Trumble (CLT), and City Clerk Beverly Buretta.

1.         Ald. Kopplin, seconded by Ald. Grabowski, moved to convene into Executive Session at 6:45 p.m. pursuant to Wisconsin State Statutes, Section 19.85(1)(c) to review the application and qualifications of a candidate for the position of City Administrator and review terms of a potential employment agreement;  and Section 19.85 (1)(c) and (e), to discuss the appointment of and salary for a City Planner.  On roll call, the vote was as follows:  Ald. Kopplin, aye; Ald. Lampe, aye; Ald. Toman, aye; Ald. Grabowski, and Ald. Jonas, aye.

2.         Ald. Kopplin, seconded by Ald. Grabowski, moved to reconvene into Open Session at 7:20 p.m.  All voted aye; motion carried.

3.         Ald. Jonas, seconded by Ald. Lampe, moved to concur with the Mayor’s appointment of Barbara S. Blumenfield as City Administrator for the City of Oak Creek, to approve the employment agreement and to authorize the Mayor to sign that agreement.  On roll call, the vote was as follows:  Ald. Kopplin, aye; Ald. Lampe, aye; Ald. Toman, aye; Ald. Grabowski, and Ald. Jonas, aye.

4.         A brief informational presentation made by representatives of Cole-Layer-Trumble (CLT) on the status of the 2004 revaluation was informational only.

5.         The Council discussed the purpose for a citywide review of vacant residential land areas with potential for zoning for 1/2 acre minimum lot size.

            Ald. Toman, seconded by Ald. Grabowski, moved to adjourn this meeting at 9:15 p.m.  All voted aye; motion carried.
