PROCEEDINGS, COMBINED COMMON COUNCIL MEETING
TUESDAY, JUNE 15, 2004, 7:00 P.M.

The meeting began with the Pledge of Allegiance being said by all present.
Mayor Bolender called the meeting to order at 7:00 p.m. On roll call, the following aldermen were present: Ald. Kopplin, Ald. Foeckler, Ald. Lampe, Ald. Toman, and Ald. Grabowski. Ald. Jonas was excused. Also present were: City Attorney Lawrence Haskin, Street Superintendent William Schaper, Assistant Fire Chief Thomas Rosandich, Electrical Inspector James Piraino, and City Clerk Beverly Buretta.
Council approval of the 6/1/04 meeting minutes was directed held.
1. COUNCIL CONDUCTS PRELIMINARY REVIEW OF VACANT RESIDENTIAL LAND AREAS WITH POTENTIAL FOR ZONING FOR 1/2 ACRE MINIMUM LOT SIZE.
The Common Council conducted a preliminary review of vacant residential land areas with potential for zoning for 1/2 acre minimum lot size. This issue will be discussed further at a meeting scheduled for Thursday, 6/24/04.
2. VENDOR SUMMARY REPORT APPROVED.
Ald. Grabowski, seconded by Ald. Kopplin, moved to approve the Vendor Summary Report in the amount of $286,677.35. On roll call, the vote was as follows: Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Lampe, aye; Ald. Toman, aye; and Ald. Grabowski, aye.

4. COUNCIL APPROVES SALT PURCHASE FROM NORTH AMERICAN SALT COMPANY AT $28.75 PER TON FOR WINTER SEASON OF 2004-05.
Ald. Lampe, seconded by Ald. Grabowski, moved to approve the recommendation of the Street Superintendent to purchase salt from North American Salt Company at $28.75 per ton, the low bidder for the state salt contract for the winter season of 2004-05. 5. PRESENTED AND ADOPTED AS REVISED: ORDINANCE NO. 2309, RELATING TO GARBAGE AND REFUSE COLLECTION.
Ald. Grabowski, seconded by Ald. Foeckler, moved to adopt Ordinance No. 2309, relating to garbage and refuse collection. Motion, with second agreeing, was amended to add the phrase “based on the additional purchase price that the department must pay” to the last sentence in Section 8.42(k). 8. INFORMATIONAL: FIRE DEPT. ANNUAL REPORT FOR YEARS 2002 AND 2003.
The Fire Department Annual Report for the years 2002 and 2003 was informational. Council requested that Page 10, Administrative Objectives, Item 1, be referred back to staff to clarify language.
9. COUNCIL APPROVES REPLACING STREET LIGHTING IN PARKWAY ESTATES SUBDIVISION WITH NEW LUMEC STREET LIGHTING AT ESTIMATED TOTAL COST OF $70,582.00.
Ald. Lampe, seconded by Ald. Foeckler, moved to accept the recommendation of the Electrical Inspection Division to replace the street lighting in the Parkway Estates subdivision with new Lumec street lighting, at an estimated total cost of $70,582.00. On roll call, the vote was as follows: Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Lampe, aye; Ald. Toman, aye; and Ald. Grabowski, aye.
10. EXECUTIVE SESSION HELD.
Ald. Kopplin, seconded by Ald. Grabowski, moved to convene into Executive Session at 8:10 p.m. pursuant to Wisconsin State Statutes, to discuss Section 19.85(1)(c)(e) to review applications and qualifications of candidates for the position of City Administrator and to discuss the terms of the contract with a candidate for the position of City Administrator. No Executive Session was held to consider a claim for unlawful taxes by Morris Material Handling, LLC. On roll call, the vote was as follows: Ald. Kopplin, aye; Ald. Foeckler, aye; Ald. Lampe, aye; Ald. Toman, aye; and Ald. Grabowski, aye.
