MINUTES OF THE
OAK CREEK PLAN COMMISSION MEETING
TUESDAY, MARCH 9, 2004
Mayor Bolender called the meeting to order at 7:05 p.m. The following Commissioners were present at roll call: Commissioner Dickmann, Commissioner Jackson, Commissioner Marhal, Commissioner Siira, Commissioner Foeckler, Mayor Bolender, Alderman Kopplin, Commissioner Correll and Commissioner Peterson. Also present was Assistant Fire Chief George Krudop.
Commissioner Dickmann motioned to approve the minutes of the February 24, 2004 Plan Commission meeting. Commissioner Kopplin seconds. Roll call, all voted aye. Motion carries.
Report on Significant Common Council Actions
The Commissioners were updated on the actions that were taken at the February 16, 2004 Common Council meetings. Commissioner Dickmann inquired about the timeline of the 27th Street Development Plan. Mayor Bolender stated that the CDA will work on a budget and a plan and report back.
Final Plat – Clover
Ridge

Kaerek Builders is requesting approval of the final plat for the Clover Ridge subdivision at 8150 S. Wynona Drive and 8071 S. Willow Drive. This subdivision will create 15 lots in the Rs-3, Single Family Residential. The public improvements have been certified as complete. Therefore the plat can be presented to the Commission for recommendation to the Common Council. The plat has technical corrections that need to be made before the Common council can approve it, including redefining its northerly boundary to provide for an easement or dedication of the drainage way at the north end of outlot 1.
Commissioner Siira asked about lot 8 and if it was a buildable lot. Dan from Kaerek Homes stated that it was a buildable lot and thought that the front setback was 25’.
Commissioner Jackson informed the Plan Commission that the Trans 233 has been rescinded. It is no longer in effect. He stated that he did not know if it would affect this plan, but there is a possibility that they could petition to get that line removed.
Commissioner Marhal motioned that the Commission recommend to the Common Council that the final plat for the Clover Ridge be approved to the following condition:
1. That any technical corrections be completed prior to recording of the plat including redefining its northerly boundary to provide for an easement or dedication of the drainage way at the north end of outlot 1.
Commissioner Foeckler second. All voted aye, except Mayor Bolender voted no.
Plan Review
for Ebenezer Childcare Center

Forest Hill Avenue

Ebenezer Child Care Centers is requesting approval of site and building plans for 15,542 square foot child care center with outdoor activity areas at 220 West Forest Hill Avenue. The proposed site and building plans meet the requirements for buildings within the B-3, Office and Professional Business zoning district as well as the conditions and restrictions that were adopted to regulate this conditional use.
Commissioner Dickmann asked about the location of the pond. Commissioner Jackson stated that the pond as proposed is actually going to be a pond that will be provided for further development on the property. Ebenezer is coming first before the rest of the development; the pond will have to be built in conjunction with Ebenezer. The issues with storm water will have to be worked out in the course of that review before we can approve a building permit.
There was a brief presentation by Ebenezer Child Care Centers.
Commissioner Siira motioned that the Commissioner approve the site and building plans for the Ebenezer Child Care Center at 220 W. Forest Hill Avenue subject to the following four conditions:
Commissioner Marhal second. All voted aye. Motioned passed.
Commissioner Foeckler motioned for adjournment. Commissioner Peterson second. Meeting adjourned at 7:50 p.m.
