Personnel Committee Meeting Minutes

Tuesday, March 2, 2004

The meeting was called to order at 8:17 a.m.  Committee members present were:  Ann Lampe, Betty Kopplin and Mike Toman.  Also present was Beverly Buretta, Rob Buikema, and Marie Pellett.

Item 2.  Discuss and consider volunteer policy

No discussion took place.

Item 3.  Discuss and consider harassment policy

No discussion took place.

Item 4.  Discuss Sections 3.1 - 3.7 of Work Rules and enforcement

No discussion took place.

Item 5.  Discuss residency requirement for division heads

Now that Inspection is under the direction of Engineering, the need for the head of Inspection to be in the community at all times was questioned.  The difference between a division head and a supervisor was discussed.

Alderman Kopplin made a motion that all division heads be required to live in the City of Oak Creek.  Alderman Toman seconded the motion.  All aye; motion carried.  A division was defined as elements of a department or a subgroup of a department structured such that its operations could stand alone

Item 6.  Update on Wellness Programs

Chief Hammernik indicated that preliminary physical results are in.  A report to the committee will be presented at a future meeting.

Item 7.  The Committee entered Executive Session at 10:07 a.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c ) and (e) for:

a.  Bargaining with Police Supervisors

b.  Hear Local 133 grievance regarding equipment assignment

Item 8.  The committee reconvened into Open Session at 10:50 a.m.

a.  An agreement was reached, pending ratification by the Association and acceptance by Council.

b.  No action was taken on this item.

The meeting adjourned at 11:30 a.m.
