Personnel Committee Meeting Minutes

The meeting was called to order at 10:07 a.m.  Committee members present were:  Ann Lampe, Betty Kopplin and Mike Toman.  Also present was Beverly Buretta, RoseAnn Underberg, Wayne St. John, Jerry Hammernik, Tom Bauer, Rob Buikema, and Marie Pellett.  Bill Hoolihan mediated.  Steve Urso, Jeff Berlin, Andre Antreassian, Ron Piojda, and Dan Siettmann represented the Police Officers.

Item 2.  Review and consider approval of tuition reimbursement requests

No requests were submitted for review.

Item 3.  Discuss and consider volunteer policy

All comments from department heads should be submitted to Marie for review at the next meeting.

Item 4.  Discuss and consider approval of Harassment Policy 

No discussion took place.

Item 5.  Discuss Sections 3.1 - 3.7 of Work Rules and enforcement

No discussion took place.

Item 6.  Discuss Residency requirement for division heads

No discussion took place.

Item 7.  Update on Wellness Programs

No discussion took place.

Item 8.  Consider request for change to health insurance ID cards

The Committee considered the request to remove the social security number from the requestor's health insurance ID card.  The committee recognized the need to keep such information confidential, however they also recognized the importance of being able to get care in an emergency situation and the potential problem if the necessary information is not provided or made readily available.

Alderman Kopplin made a motion to deny the request.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 9.  The Committee entered Executive Session at 10:07 a.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c ) and (e) for:

a.  Mediation with Police Officers

b.  Discuss bargaining strategy regarding task rates in Local 133 contract

c.  Discuss and consider a salary adjustment for Facility Maintenance Supervisor

Item 10.  The committee reconvened into Open Session at 3:35 p.m.

a.  A tentative agreement was reached pending additional information from the union to the committee, ratification by the union and approval of the Council.

b.  A memo was drafted to the Local 133 President regarding this issue.

c.  Alderman Lampe made a motion to recommend a bonus of $4,000 for the Facility Maintenance Supervisor.  Alderman Kopplin seconded the motion.  All aye; motion carried.

The meeting adjourned at 3:40 p.m.
