The meeting was called to order at 8:15 a.m. Committee members present were: Ann Lampe, Betty Kopplin and Mike Toman. Also present was Beverly Buretta, RoseAnn Underberg, Wayne St. John, Jerry Hammernik, Rob Buikema, Marie Pellett, Jerry Biggart, and Steve Wilding. Ben Barth, Pat Mitchell, Pat Hammernik, and Jim Antisdel represented the Police Supervisors.
Item 2. Review and consider approval of tuition reimbursement requests
The committee asked Firefighter Biggart to discuss his tuition reimbursement request because they had questions about the notice he provided to Brookfield regarding his employment with them. After the committee's discussion on the differences in interpretation by both sides, Rob Buikema indicated that discretion is taken by the city in approving requests based on the likelihood that the employee will stay and the employee's loyalty to the employer. All requests are not rubber stamped. If an employee has exhausted their share of the tuition reimbursement fund and asks for more, there is more discretion on the city's part for additional consideration. The city is not required to spend all of the money that is allocated in the budget and funds are not automatically transferred to another employee if someone doesn't use their allocation.
Firefighter Biggart indicated that he has not worked for Brookfield since January 1, 2004. The out of pocket expenses were incurred many months prior to consideration for reimbursement and reimbursement approval was not given prior to the start of the classes. The chief has an established practice regarding the determination of who gets the funding.
Alderman Lampe made a motion to approve the additional tuition reimbursement requests by Jerry Biggart for 2003 subject to funds availability. Alderman Toman seconded the motion. All aye; motion carried.

Item 6. Consider request for change to health insurance ID cards

Item 7. The Committee entered Executive Session at 8:15 a.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) for:
a. Exchange proposals and bargain with Police Supervisors
Item 8. The committee reconvened into Open Session at 12:35 p.m.
a. No action was taken.
