Personnel Committee Meeting Minutes

Thursday, February 5, 2004

The meeting was called to order at 5:17 p.m.  Committee members present were:  Ann Lampe, Betty Kopplin and Mike Toman.  Also present was Beverly Buretta, RoseAnn Underberg, Wayne St. John, Jerry Hammernik, Rob Buikema, and Marie Pellett.

Item 2.  Review and approve minutes

Alderman Lampe made a motion to approve the minutes of January 22, 2004.  Alderman Kopplin seconded the motion.  All aye; motion carried.

Item 3. Review and consider approval of tuition reimbursement requests

Chief Hammernik and Firefighter Biggart will be available for the committee's next meeting, which will be on February 12, to discuss his request for reimbursement.  

Lieutenant Kressuk's memo of intention was distributed with the agenda.  Captain Palmer's memo of intention was distributed by Chief Hammernik at the meeting.

Alderman Kopplin made a motion to approve Lieutenant Jonson's requests for "Fire Prevention, Inspection and Protective Services" and "Emergency Disaster Planning".  Alderman Toman seconded the motion.  All aye; motion carried.

Item 4.  Discuss and consider volunteer policy

A sample policy and various forms obtained from CVMIC were reviewed.  Marie will put together a draft policy and forms for the city and submit them to the City Attorney for review.

Item 5.  Discuss and consider approval of Harassment and Discrimination in the Workplace Policy recommended by the Safety Committee

Alderman Lampe made a motion that the Harassment and Discrimination in the Workplace Policy be reviewed by the City Attorney and then forwarded to Council for approval.  Alderman Toman seconded the motion.  All aye; motion carried.

Item 6.  Review and consider request for salary adjustments for Personnel Specialist and Facility Maintenance Superintendent

After a brief discussion, Chief Hammernik volunteered himself and Chief Bauer to write a recommendation for a salary adjustment for the Facility Maintenance Superintendent, since much of his recent additional duties have been in relation to joint dispatch.

Alderman Toman estimated a cost of the duties being performed by the Personnel Specialist in the City Administrator's absence based on an estimate of 13 weeks, 5 days a week, one hour per day at $20 per hour, which would be $1,300.  Alderman Kopplin made a motion to recommend a lump sum adjustment of $1,000 from the 2004 budget for the Personnel Specialist.  Alderman Toman seconded the motion.  All aye; motion carried

Item 7.  Discuss Sections 3.1 - 3.7 of Work Rules and enforcement

It was again stressed that any change in an employee's work schedule should first take into account the effect on the city.

Alderman Lampe made a motion directing Bev to forward the draft policy regarding employee-requested changes to work schedule to the City Attorney for review and then to department heads for their comments/input.  Alderman Toman seconded the motion.  All aye; motion carried.

Bev sought direction from the Committee on the issue of tardiness and will draft a policy for review.

Item 8.  Discuss residency requirement for division heads

No discussion took place.

Item 9.  The Committee entered Executive Session at 5:25 p.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c ) for:

a.  Discuss strategy for upcoming bargaining with Police Supervisors and Police Officers Unions

b.  Update and discussion on outstanding grievances

Item 10.  The committee reconvened into Open Session at 6:45 p.m.
