CITY OF OAK CREEK PARKS, RECREATION & FORESTRY COMMISSION

Thursday, October 14, 2004

Present: Janet Fluegel, Dan Jahn, Patricia Glatch, Marianne Dickmann, Greg Lampe, & Alderperson Anne Lampe

Absent: Paul Sigler & Jennifer Wimmer

In Attendance: Riley Garcia, Recreation Intern, and Jeff Fortin, Planner for the Department of Community Development.

The October 14, 2004, Oak Creek Parks, Recreation & Forestry Commission meeting was called to order at 6:09 PM.

The minutes from the September 9, 2004, meeting was approved on a motion made by Greg Lampe and seconded by Dan Jahn. All aye; motion carried.

The financial statements and claims for August and September were approved on a motion made by Marianne Dickmann and seconded by Greg Lampe. All aye; motion carried.

PARK & OPEN SPACE FIVE YEAR PLAN UPDATE-INFORMATION/DISCUSSION

Department of Community Development planer, Jeff Fortin, explained to the Commission the proposed Parks & Open Space plan update process.  The process will include data gathering, vision workshop(s), need assessment, formulation of goals and objectives, an action plan/implementation, public input, plan revisions and final draft, Plan Commission recommendation and Common Council adoption.

The goal is to have this plan updated by summer 2005.

Anne Lampe made a motion to approve the process for updating the Park & Open Space plan as outlined in the agenda attachment, seconded by Patricia Glatch.  All aye, motion carried.

CITY & SCHOOL DISTRICT OUTDOOR FACILITIES AGREEMENT-REVIEW & TAKE ACTION

The current land use leases between the School District and City will be expiring.  Instead of lease agreements, the Memorandum of Understanding (MOU) between the City and School District sets forth terms and conditions for the development, usage, maintenance and renovation of outdoor facilities by the City on school district property.  The Director hopes to have the MOU on the November 16, 2004, Common Council meeting agenda.  Greg Lampe made a motion to recommend that the Council approve the Memorandum of Understanding. Seconded by Marianne Dickmann, all aye, motion carried.

MILWAUKEE COUNTY OAK LEAF TRAIL-NORTHSHORE EXTENSION FUNDING PARTICIPATION-REVIEW & TAKE ACTION

The Milwaukee County Park System respectfully requests that the City of Oak Creek participate in the construction of two bike trail segments.  First, the North Shore box culvert that will be constructed in 2005-2006 as part of the Highway 100 reconstruction is $20,000 over the 2003 estimate prepared by the WIDOT.  Second, the North Shore-Root River extension had to be stopped east of Howell Avenue due to funding shortage.  The cost to complete the trail to Howell is $46,500.  The Director informed the commission there is sufficient funding in the City’s bikeway escrow fund to participate in the construction of these two elements.

The Commission felt that both segments are important segments of the Oak Leaf Trail that is being developed by Milwaukee County in the City of Oak Creek.

Ann Lampe made a motion to recommend that the Council approve participation and commit to $66,500 to help fund both of these elements of the North Shore-Oak Leaf Trail, seconded by Marianne Dickmann, all aye, motion carried.

HENRY MILLER PARK POND WATER LEAKAGE-INFORMATIONAL

The Director informed the commission that the Miller Park pond has a water leakage problem.  Cost estimates for pond dredging, deepening, repacking of the clay liner and shoreline stabilization were $100,000 - $160,000.  It would cost the City approximately $7,000 to have the appropriate water level maintained by purchasing water from the Water & Sewer Utility. The CIP committee will be recommending to the Council to spend the money to fill the pond in lieu of trying to fix the pond at this time.  

2005 PROPOSED BUDGET-UPDATE ON THE BUDGET PROCESS/SCHEDULE-INFORMATIONAL

On October 25, their will be budget meetings all day.  The public hearing is scheduled for Thursday, November 18 or Monday, November 22. 

RECREATION PROGRAM REPORT

No discussion.

PARK DEVELOPMENT-UPDATE ON 2004 PROJECTS-INFORMATIONAL:

South Hills Park: The grading, excavation and restoration phase of development is completed.  Marianne Dickmann made a motion to send a letter to the Common Council encouraging them to use the money received from selling the playground site to pay for park development at the new park.  Seconded by Greg Lampe, all aye, motion carried.

Shepard Hills Lighted Ballfield-Infield Renovation:  The softball diamond infield was leveled considerably by adding approximately one foot of infield mix on the home plate area extending toward the pitcher plate area.

Proposed Skate Park-Update:  In addition to the original $95,000 skate park design, Gerber Leisure Products proposed a three-tier, three phase skate park proposal; one area for beginners, one for inline skating and skateboards, and one for bikes at a cost of approximately $147,000 for the entire project.  That gives the Skate Park Committee two proposals to consider.  If the Council approves the $95,000, and if fundraising can raise approximately $50,000, we would be able to develop the second proposal.  The Capital Improvement Committee will recommend to the Common Council to fund the Skate Park development in 2005.
