Personnel Committee Meeting Minutes

Monday, November 3, 2003

The meeting was called to order at 5:25 p.m. Committee members present were: Ann Lampe, Betty Kopplin, and Mike Toman. Also present was Mayor Bolender, Bill Schaper and Marie Pellett.

Item 2. Review and approve minutes

Alderman Lampe made a motion to approve the minutes of September 24, September 30, and October 2. Alderman Kopplin seconded the motion. All aye; motion carried.

Item 3. Review and consider tuition reimbursement requests

Alderman Kopplin made a motion to approve the courses, "Foundations of Christian Experience" and "Professional Composition and Research Writing" as requested by John Edwards. Alderman Toman seconded the motion. All aye; motion carried.

A suggestion was made to remind department heads that each applicant should submit a memo with their first request each year outlining the items as directed on the reimbursement application form.

Item 4. Review and consider approval of vision plan through Vision Insurance Plan of America

As a result of bargaining with the Police Dispatchers union, WPPA presented a plan through Vision Insurance Plan of America and also offered a voluntary plan that non-Police employees could opt into and pay the monthly premium.

The committee decided to only make a plan available to those people who are currently offered a plan through LAW.

Item 5. Discussion on historical movement through non-union salary ranges

Given the current state of the economy, the committee opted to support changing to a 5-step plan, which will be discussed in further detail at the November 4th Council meeting.

Item 6. Review of job assignments at the Street Department

No discussion took place on this item.

Item 7. The Committee went into Executive Session at approximately 5:32 p.m. pursuant to Wisconsin State Statutes Section 19.85(1)(b), (c) and (e) for:

  1. Discussion on request to reopen 2003 Dispatcher contract
  2. Discussion on job description requirements and Work Rule violations as they pertain to employee disciplinary action

Item 8. The Committee reconvened into open session at 6:25 p.m. to take action on any or all Executive Session items.

  1. This item will appear on the 11/4/03 Council agenda for further discussion by the whole Council. The Personnel Committee supports Alderman Toman's suggestion to encourage the review of the existing arbitration laws.
  2. The Committee discussed how an employee's inability to meet/maintain job description requirements could result in disciplinary action.
