TRAFFIC AND SAFETY COMMISSION

1)         Members in Attendance

 

Bob Anderson, Steve Anderson representing George Artka, Henry Jackson, Ann Lampe, Tom Rosandich and Bill Schaper were present.  Jim Cech and Cliff Nelson were not present.

 

2)         Review of Minutes

 

The minutes of the September 10, 2003 meeting were approved on a motion by Bill Schaper. Seconded by Tom Rosandich.  Motion passed.

 

3)                 Old Business

 

A.        None

 

4)                 New Business

 

A.                 Request for “No Parking” signs along both sides of S. 20th Street from W. Southbranch Boulevard to the Dead End.

 

Bill Schaper made a motion to install “no parking” signs along both sides of S. 20th Street from W. Southbranch Boulevard to the Dead End.  Henry Jackson seconded.  All voted aye, except Ann Lampe.

                       

B.                  Request for stop sign on S. Shepard Avenue at the intersection with E. Randy Road.

 

            Bill Schaper made a motion to conduct a traffic study now and in the spring at the intersection of S. Shepard Avenue and E. Randy Road to determine if a stop sign is warranted with the development of the new subdivisions.  Ann Lampe seconded.  All voted aye.

 

C.                 Request for stop sign on E. Elm Road at the intersection with S. Shepard Avenue.

 

                        Bill Schaper made a motion to install a stop sign on E. Elm Road at the intersection of S. Shepard Avenue.  Ann Lampe seconded.  All voted aye.

                       

D.                Request for stop sign on S. Austin Avenue at the intersection with E. Elm Road.

 

Tom Rosandich made a motion to install a stop sign on S. Austin Avenue at the intersection with E. Elm Road.  Bill Schaper seconded.  All voted aye.

 

E.                  It has been requested for Traffic and Safety to discuss installing centerline markings along E. Elm Road from S. Howell Avenue to S. Nicholson Road and along S. Shepard Avenue from E. Oakwood Avenue to E. Elm Road due to the width of the paved surface. Currently, centerline markings are not installed on subdivision roads unless it is a narrow paved surface.

 

The discussion concluded that it should be recommended to place centerline markings on S. Shepard Avenue from E. Oakwood Road to E. Randy Road and on E. Elm Road from S. Howell Avenue to S. Nicholson Road. 

 

F.                  A letter has been sent to Richard Pfeiffer at WisDOT to request that the speed limit be changed from 55 mph to 45 mph on Ryan Road from Howell Avenue to 13th Street, past the new police station.  Also, we are requesting the State to monitor the traffic lights for the entrance ramp onto I-94 northbound from Ryan Road. 

 

 

5)         Adjournment

 

Bill Schaper moved to adjourn the Traffic and Safety Commission meeting.  Seconded by Ann Lampe.  Motion passed.
