The meeting was called to order at 6:30 p.m. Committee members present were Alderman Lampe, Alderman Kopplin and Alderman Toman. Also present was Robert Kufrin, Jerry Hammernik, Tom Bauer, Wayne St. John, Ed Ciechanowski, RoseAnn Underberg, and Marie Pellett.
Item 2. Discuss current vacancies, staffing needs for 2004 and various personnel issues
The committee discussed an employee’s ability to use holiday pay for military leave.
Chief Hammernik indicated that clarification on the issue of residency as it applies to Local 1848 employees came up. Is the boundary of 92nd Street at the center of the street or on the West side of the street? He indicated that there was no case law per Rob Buikema, however one of the employees who was on the bargaining team when the language was added recalled the intent being the center of the road. Chief Hammernik believed that based on the spirit of the parties at the time of bargaining, the answer should be the center of the road.
Item 3. Discuss proposed hiring and promotion moratorium
The committee agreed that the process needs to include Personnel Committee recommendation to go before Council and suggested that the resolution language be changed to “confirmation”.
Item 4. The Committee went into Executive Session at approximately 6:40 p.m. pursuant to Wisconsin State Statutes Section 19.85(1)(c) and (e) for:
- Bargain with Police Clerk/Matron Dispatcher Association
- Bargain with Police Officers Association
- Discussion on recruitment strategy for various vacancies
Item 6. The committee reconvened into Open Session at approximately 9:00 p.m. to take action on any or all Executive Session items.
- An agreement was reached, to be ratified by the Union.
- No action was taken.
- A recommendation to hire a Building Inspector will be placed on the October 21st Council agenda in executive session.
